Mr. Brown moved to reappoint <br />Dr. Ralph Harrell and Marvin Altenhoff and Mrs. Norris seconded the <br />motion, which passed unanimously. The Chamber of Commerce indicated <br />they were going to reappoint Nancy Moore as their appointee to this <br />Committee. <br />Mayor Craddock introduced for consideration a nomination to the Board <br />of Review of the Hays County Appraisal District. Mr. Brown moved to <br />nominate Horace Crumley and Mrs. Norris seconded the motion, which <br />passed unanimously. <br />Mayor Craddock introduced for consideration approval of an expense <br />allowance for the Associate Municipal Judge, Ron Champion. Mr. Cava- <br />zos moved that $100.00 be paid to Ron Champion monthly, retroactive to <br />the beginning of the budget year, October 1, 1981, as an expense allow- <br />ance and Mrs. Norris seconded the motion, which passed unanimously. <br />Mayor Craddock opened a public hearing on the applications of Hannelore <br />Brotze d/b/a Hays Taxi and Delivery Service; Ralph Gonzales d/b/a City <br />Taxi and Roger W. Jenkins d/b/a The Cab Co. Roger Jenkins addressed <br />Ralph Gonzales concerning his providing taxi service in San Marcos <br />prior to issuance of a permit to conduct a taxicab business. Mr. Gon- <br />zales replied that Scottie's Taxi advised City Hall he was retiring <br />and during the lapse of time when City Hall was updating their Taxi- <br />cab Ordinance,the citizens, especially senior citizens, were in need <br />of this service and therefore he provided it. Mr. George Brooks stated <br />he understood both sides, Mr. Gonzales' and Roger Jenkins', but he felt <br />that Mr. Gonzales serving as a public official needed to conduct himself <br />according to the Ordinances. Roger Jenkins added to his application a <br />ten percent discount to citizens over sixty years of age. Mrs. Ollie <br />Giles stated it was her opinion Mr. Gonzales had provided a needed ser- <br />vice to the citizens of San Marcos prior to issuance of his permit. <br />Mrs. Hannelore Brotze added to her application a ten percent discount <br />to citizens over sixty years of age. There being no one else wishing <br />to speak at the public hearing, Mayor Craddock closed the public hear- <br />ing. <br />Mr. Cavazos moved that all three applicants, Hannelore Brotze d/b/a <br />Hays Taxi and Delivery Service; Ralph Gonzales d/b/a City Taxi and <br />Roger W. Jenkins d/b/a The Cab Co., be issued permits to conduct taxi- <br />cab businesses in San Marcos after inspection of the taxis by the <br />Department of Public Safety and Mrs. Mendez seconded the motion, <br />which passed unanimously. <br />Mayor Craddock announced that George Brooks, a local bicycle enthu- <br />siast, would make a presentation to the Council on Bikeway recommenda- <br />tions and the Council would consider approval to establish an account <br />to receive donations for bikeway signs. Mr. Brooks reviewed the re- <br />commendations as were submitted to the Council prior to the meeting <br />for their review. The main route to be used by the bicyclists, as <br />proposed, would be Hutchison, Belvin and Hunter Road. He advised <br />that local attorney, Scott Chafin, had advised him donations made <br />to an account for the bikeway signs would be tax deductible. He <br />thought it would be important that reference to the bikeway recommen- <br />dations be included in the Master Plan, and that it was important our <br />existing ordinances concerning bicyclists be reviewed and enforced. <br />He stated in Abilene adults are ticketed for violations of the bike <br />ordinances and letters are written to the parents of minors who vio- <br />late the ordinances to discipline and teach the children to abide by <br />the ordinances. Mr. Aart Plillecam, Planning and Zoning Commissioner, <br />stated the bikeway recommendations were a compromise for bikes and <br />cars to share the same roadway and that the Council should make some <br />statement in the Master Plan concerning the same. <br />
