119 <br />Regular Meeting <br />December 14, 1981 <br />Page 3 <br />Mrs. Norris moved that a Bicycle Committee be established, composed <br />of Karl Brown, City Council Member; Bob Minnie, or his designee, De- <br />partment of Public Safety; Aart Millecam, Planning and Zoning Commis- <br />sioner; and George Brooks, local bicycle enthusiast. The purpose of <br />this Committee would be to investigate all areas regarding bicyclists; <br />to study the existing City Ordinances pertaining to bicyclists and bet- <br />ter enforcement of same; the needs of the bicyclists to increase motor- <br />ists' awareness of them and vice versa; bike safety; and the practicali- <br />ty of the bikeway recommendations as were presented to the Planning and <br />Zoning Commission on December 1, 1981 and to the Council (December 14, <br />1981 - attached to these minutes). Mr. Cavazos seconded the motion, <br />which passed unanimously. <br />Mr. James moved that an account be established, San Marcos Bikeway Fund, <br />to receive donations to be used to purchase bikeway signs and Mr. Cava- <br />zos seconded the motion, which passed unanimously. <br />Mayor Craddock announced there would be a review of the Interim Environ- <br />mental Ordinance (Interim Site Development Ordinance), and two separate <br />ordinances were provided to the Council for their review from the <br />Staff and from the Environmental Advisory Board, and the Council con- <br />sider direction to be taken. Mayor Craddock voiced objection to hav- <br />ing two separate ordinances to consider and moved that the two ordin- <br />ances be unified prior to the next Council Meeting, with particular <br />direction that consideration be given to protection of trees and vege- <br />tation on development sites, reduction of runoff and silt and particu- <br />larly prevention of erosion and Mr. Cavazos seconded the motion. <br />Gerald Farr addressed the Council stating as Chairman of the Environ- <br />mental Advisory Board, and with a quorum present at the Council meet- <br />ing, they wished to withdraw their ordinance from the Council's consi- <br />deration so that the Council could consider just the staff ordinance, <br />which they didn't feel was that different from their own. He felt <br />a public hearing could be held to address any discrepancies. Harvey <br />Ginsburg concurred with Mr. Farr and stated it was time the Council <br />addressed the problem. He didn't feel there were major differences <br />between the two ordinances, other than the staff ordinance being <br />slightly more restrictive. Mayor Craddock withdrew her motion and <br />Mr. Cavazos withdrew his second to her motion. <br />City Manager A. C. Gonzalez stated the staff's instructions at the <br />preceding council meeting had been to incorporate the comments of <br />Kelley Kilber, Craig Farmer and Glenn Longley into the ordinance, <br />and this had been done. The criteria as proposed could not be en- <br />forced with the present staff manpower and expertise, as the ordin- <br />ance was very complex. He felt protection needed to be provided, <br />and possibly this could be done by strengthening the present subdi- <br />vision ordinance and creating a landscaping ordinance, with particu- <br />lar attention being made to protection of vegetation. Shirley Wicker- <br />sham addressed the Council stating some local builders met with an <br />engineering firm from Austin the week prior to the council meeting, <br />and that the city staff didn't presently have the manpower or exper- <br />tise to enforce the ordinance, and that the builders would like an <br />opportunity to work with the staff in this regard. <br />Mr. Cavazos moved that the staff ordinance be presented to the Council <br />at the next regularly scheduled meeting for the adoption process and Mrs. <br />Norris seconded the motion, which passed unanimously. The City Secre- <br />tary was instructed to publish notice in the newspaper of a public hear- <br />ing on the ordinance at the next scheduled meeting. <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on emergency, the caption which was read as follows:
