THREE (3) OF A. F. <br />WEATHERFORD'S SUBDIVISION OF A TRACT OF 162.3 ACRES <br />OUT OF THE J. M. VERAMENDI LEAGUE NO. ONE (1), IN <br />HAYS COUNTY, TEXAS, TO CARMEN R. ESQUIVEL; AUTHORI- <br />ZING THE MAYOR TO EXECUTE A WARRANTY DEED TO CARMEN <br />R. ESQUIVEL AND DECLARING AN EMERGENCY. <br />Mrs. Norris moved to adopt the Ordinance on emergency and Mr. <br />James seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING THE PRICE AND CONDITIONS OF <br />THE SALE BY THE CITY OF SAN MARCOS, TEXAS, OF LOTS <br />NOS. THIRTEEN (13) AND FOURTEEN (14) OF GUERRERO'S <br />RE-SUBDIVISION OF THE SOUTHWESTERN ONE-HALF OF LOT OR <br />TRACT NO. THREE (3) OF A. F. WEATHERFORD'S SUBDIVISION <br />OF A TRACT OF 162.3 ACRES OUT OF THE J. M. VERAMENDI <br />LEAGUE NO. ONE (1), IN HAYS COUNTY, TEXAS, TO CARLOS <br />TIJERINA; AUTHORIZING THE MAYOR TO EXECUTE A WARRANTY <br />DEED TO CARLOS TIJERINA; A14D DECLARING AN EMERGENCY. <br />Mrs. Norris moved to adopt the Ordinance on emergency and Mr. Cavazos <br />seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration an Ordinance on second <br />reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED SEP- <br />TEMBER 8, 1981, WHICH SET FORTH AN ITEMIZED ESTIMATE <br />OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT <br />OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- <br />CAL YEAR BEGINNING ON OCTOBER 1, 1981, AND ENDING ON <br />SEPTEMBER 30, 1982, AND APPROPRIATED MONEY FOR THE <br />VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE <br />SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- <br />ING SAID REVISIONS AND ESTIMATES AND DECLARING AN EF- <br />FECTIVE DATE. <br />Mr. Cavazos moved that the Ordinance be amended to adopt the Ordinance <br />on emergency rather than approval on second reading and Mr. Kreczmer <br />seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration an Ordinance on third and <br />final reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 5, ENTITLED "BUILDINGS <br />AND BUILDING REGULATIONS" TO ADOPT THE STANDARD BUILD- <br />ING CODE, 1979 EDITION, AND THE 1980-81 REVISIONS OF <br />THE 1979 EDITION AND AMEND SAID CODE IN CERTAIN <br />RESPECTS; TO SET A PENALTY AND DECLARING AN EFFECT- <br />IVE DATE. <br /> <br /> <br /> <br />Mrs. Norris moved for the adoption of the Ordinance on third and <br />final reading and Mr. James seconded the motion. Several local con- <br />tractors were present at the meeting and Mayor Craddock allowed any- <br />one who wished to address the Council to do so. Fred March addressed <br />the Council stating the increase in fees would be passed on to the con- <br />sumer, and there was a need for them to be raised but didn't think all <br />building activity needed to be inspected by the City. Stanley Stiemann <br />and Rick Roberts concurred with Mr. March there wasn't a need for city <br />inspection on all jobs. Ted Harris indicated the fees on the smaller <br />jobs were unreasonable and needed to be downgraded and wanted the Coun- <br />cil to consider tabling the ordinance and reconsidering the fees proposed. <br />Mr. Harris also submitted to the Council an opinion (not petition) signed
