TWELVE (12) OF GUERRERO'S RE-SUBDIVISION OF THE SOUTH- WESTERN ONE-HALF OF LOT OR TRACT NO. THREE (3) OF A. F. WEATHERFORD'S SUBDIVISION OF A TRACT OF 162.3 ACRES OUT OF THE J. M. VERAMENDI LEAGUE NO. ONE (1), IN HAYS COUNTY, TEXAS, TO CARMEN R. ESQUIVEL; AUTHORI- ZING THE MAYOR TO EXECUTE A WARRANTY DEED TO CARMEN R. ESQUIVEL AND DECLARING AN EMERGENCY. Mrs. Norris moved to adopt the Ordinance on emergency and Mr. James seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration the adoption of an Ordin- ance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE PRICE AND CONDITIONS OF THE SALE BY THE CITY OF SAN MARCOS, TEXAS, OF LOTS NOS. THIRTEEN (13) AND FOURTEEN (14) OF GUERRERO'S RE-SUBDIVISION OF THE SOUTHWESTERN ONE-HALF OF LOT OR TRACT NO. THREE (3) OF A. F. WEATHERFORD'S SUBDIVISION OF A TRACT OF 162.3 ACRES OUT OF THE J. M. VERAMENDI LEAGUE NO. ONE (1), IN HAYS COUNTY, TEXAS, TO CARLOS TIJERINA; AUTHORIZING THE MAYOR TO EXECUTE A WARRANTY DEED TO CARLOS TIJERINA; A14D DECLARING AN EMERGENCY. Mrs. Norris moved to adopt the Ordinance on emergency and Mr. Cavazos seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED SEP- TEMBER 8, 1981, WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- CAL YEAR BEGINNING ON OCTOBER 1, 1981, AND ENDING ON SEPTEMBER 30, 1982, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- ING SAID REVISIONS AND ESTIMATES AND DECLARING AN EF- FECTIVE DATE. Mr. Cavazos moved that the Ordinance be amended to adopt the Ordinance on emergency rather than approval on second reading and Mr. Kreczmer seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration an Ordinance on third and final reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 5, ENTITLED "BUILDINGS AND BUILDING REGULATIONS" TO ADOPT THE STANDARD BUILD- ING CODE, 1979 EDITION, AND THE 1980-81 REVISIONS OF THE 1979 EDITION AND AMEND SAID CODE IN CERTAIN RESPECTS; TO SET A PENALTY AND DECLARING AN EFFECT- IVE DATE. Mrs. Norris moved for the adoption of the Ordinance on third and final reading and Mr. James seconded the motion. Several local con- tractors were present at the meeting and Mayor Craddock allowed any- one who wished to address the Council to do so. Fred March addressed the Council stating the increase in fees would be passed on to the con- sumer, and there was a need for them to be raised but didn't think all building activity needed to be inspected by the City. Stanley Stiemann and Rick Roberts concurred with Mr. March there wasn't a need for city inspection on all jobs. Ted Harris indicated the fees on the smaller jobs were unreasonable and needed to be downgraded and wanted the Coun- cil to consider tabling the ordinance and reconsidering the fees proposed.
