Permit Fees to read: $200.00 and less $201.00 to $1,000.00 $1,001.00 to $2,000.00 Mr. James seconded the motion. No fee, unless inspection required. $5.00 fee for each inspection shall be charged. $15.00 flat fee. Mr. Brown then moved that Sec. 5.26. Section 106.2A be amended from a $150.00 annual licensing fee to $75.00 and Mr. Cavazos seconded the motion. Mr. Kreczmer then moved that this Ordinance be tabled until the next meeting. There was no second and the motion failed. On roll call of Mr. Brown's motion to amend the licensing fee, the fol- lowing vote was recorded: December 14, 1981 $10.00 flat fee. AYE: Brown, Cavazos, James, Kreczmer and Mendez. NAY: Craddock and Norris. ABSTAIN: None. 1 On roll call of Mr. Kreczmer's motion to amend the permit fees, the Council voted unanimously to amend them as set out above. The Council then voted on the adoption of the Ordinance, which passed unanimously. Mayor Craddock introduced for consideration the adoption of an Ordin- ance on third and final reading establishing a program of emergency management, the caption which was read as follows: AN ORDINANCE ESTABLISHING A PROGRAM OF COMPREHENSIVE EMERGENCY MANAGEMENT WHICH INCLUDES THE MITIGATION, PREPAREDNESS RESPONSE AND RECOVERY PHASES OF CIVIL PREPAREDNESS; CREATING THE OFFICE OF EMERGENCY MAN- AGEMENT COORDINATOR; AUTHORIZING THE APPOINTMENT OF AN EMERGENCY MANAGEMENT COORDINATOR; PROVIDING THE DUTIES AND RESPONSIBILITIES OF SAID OFFICES; IDENTI- FYING AN OPERATIONAL ORGANIZATION; GRANTING NECESSARY POWERS TO COPE WITH ALL PHASES OF EMERGENCY MANAGEMENT WHICH THREATEN LIFE AND PROPERTY IN THE CITY OF SAN MARCOS, TEXAS; AUTHORIZING COOPERATIVE AND MUTUAL AID AGREEMENTS FOR RELIEF WORK BETWEEN THIS AND OTHER CI- TIES OR COUNTIES AND FOR RELATED PURPOSES; PROHIBIT- ING UNAUTHORIZED WARNING AND ALL-CLEAR SIGNALS; MAKING VIOLATIONS A MISDEMEANOR PUNISHABLE BY FINE NOT TO EX- CEED $200.00; PROVIDING FOR SEPARABILITY AND DECLARING AN EFFECTIVE DATE. Mrs. Norris moved for the adoption of the Ordinance on third and final reading and Mr. James seconded the motion. Mrs. Norris then moved that the Ordinance be amended to add the wording "or natural disaster'' after the words "or practice enemy attack" in Sec. 7-9 and Mr. Kreczmer seconded the motion, which passed unanimous- ly. The Council then voted on the adoption of the Ordinance, which passed unanimously.
