(7) The name, usual trade description, seating capacity, equipment, motor number, state <br />license number, rated horsepower and factory number of each motor vehicle to be <br />operated or controlled by applicant, and the year in which each automobile was <br />manufactured. <br />(8) The location of any stand at which the taxicabs will remain when not in actual service. <br />(9) The name and address of the person who will be in active charge and control of the <br />taxicab business. <br />(10) The proposed fares. <br />(11) The color scheme or insignia to be used to designate the vehicles of the applicant. <br />(Code 1970, § 27-3) <br />Sec. 90.163. Fees. <br />No certificate required under this division shall be issued or continued in operation unless the <br />holder thereof has paid an annual license fee established by the city council and a fee each <br />year for each vehicle operated under a certificate of public convenience and necessity. The <br />fees shall be paid to the city to compensate the city for its superintendence of the taxicab <br />business operated under this article and for the use of the city streets, alleys and public ways. <br />(Code 1970, § 27-7) <br />Sec. 90.164. Public hearing. <br />(a) Upon the filing of an application for a certificate under this division, a time and place <br />shall be set for a public hearing thereon. Notice of the hearing shall be given to the <br />applicant and to all persons to whom certificates of public convenience and necessity <br />have been previously issued. Due notice shall also be given to the general public by <br />publication of the notice, at least ten days prior to the date set for the hearing, in a <br />newspaper of general circulation in the city. <br />(b) Any interested person may file with the city council a statement in support of or <br />opposition to the issuance of a certificate. <br />(Code 1970, § 27-4) <br />Sec. 90.165. Issuance. <br />If the city council, after the public hearing required by section 90.164, finds that further taxicab <br />service in the city is required by the public convenience and necessity and that the applicant is <br />fit, willing and able to provide the public transportation and to conform to this article, the city <br />council shall issue a certificate stating the name and address of the applicant, the number of <br />vehicles authorized under the certificate and the date of issuance; otherwise the application <br />shall be denied. <br />(Code 1970, § 27-5) <br />Sec. 90.166. Insurance required. <br />Each holder of a certificate of convenience and necessity for the operation of a taxicab <br />business shall at all times during the term of the certificate maintain a policy of liability <br />insurance issued by an insurance company authorized to do business in the state on each and <br />every motor vehicle operated under the terms of the certificate in the amount of $100,000.00 <br />for bodily injury to any one person; in the amount of $300,000.00 for injuries to more than one <br />person which are sustained in the same accident; and $100,000.00 for property damage
