City Council Meeting Minutes September 15, 2015 <br />behavior he has experienced. He stated that individuals are urinating on the <br />property of his apartment complex next to it. He stated that he feels that this <br />was shoved down their throats and now he wants to know what the Council is <br />going to do about it. <br />Lisa Marie Coppoletta, addressed the Council as a Neighborhood <br />Commissioner and about Downtown parking. She stated that there is only a <br />few ADA parking spots downtown, and that the city should consider 30 minute <br />parking limits downtown so that way it will deter the students from parking <br />there. She stated that there was a petition of the downtown business owners <br />against the back in parking that was circulated. She asked that the council <br />maybe consider providing more incentives to help the poor since it's not <br />filtering down to the working class citizens. <br />Paige Bishop, addressed the Council about her happiness of the Council <br />placing the hands free ordinance on the agenda for discussion. She stated that <br />we are the only city that doesn't have an ordinance in place between Austin <br />and San Antonio. She stated that there are 40 cities in Texas that have passed <br />this ordinance. <br />A motion was made by Deputy Mayor Pro Tern Scott, seconded by Council <br />Member Thomaides,to approve consent agenda items #1 -10 and #12 -14, and <br />pull Item #11 to consider separately. The motion carried by the following vote: <br />For: 6- Mayor Guerrero, Council Member Thomaides, Council Member Thomason, <br />Deputy Mayor Pro Tern Scott, Council Member Prewitt and Council Member <br />Hughson <br />Against: 0 <br />Absent: 1 - Mayor Pro -Tem Prather <br />1. Consider approval of Resolution 2015 -12OR approving an agreement between the <br />City of San Marcos, Texas and the Normandy Group, L.L.C. providing for Federal <br />Governmental Relations Services for two years in an amount not to exceed $192,000; <br />authorizing the City Manager to execute said agreement on behalf of the City; and <br />declaring an effective date. <br />3. Consider approval of Resolution 2015-121R approving a State Government Relations <br />Representation Agreement with Winstead, P.C. in an amount not to exceed $99,000 <br />City of San Marcos Page 2 <br />
