86 Regular Meeting February 8, 1993 Page 4 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-1993 FISCAL YEAR TO PROVIDE FUNDING FOR THE POLICE HEADQUARTERS AND TRAINING FACILITY PROJECT; AND DECLARING AN EMERGENCY. Mr. Moore moved for adoption of the Ordinance on emergency and Ms. Kissler seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 30-7 OF THE SAN MARCOS CODE OF ORDINANCES TO PROHIBIT THE SALE OR FURNISHING OF PHOSPHATE-CONTAINING HOUSEHOLD LAUNDRY DETERGENT WITHIN THE CITY; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Moore seconded the motion, which passed unanimously. Mayor Morrls introduced for consideration approval of an Ordinance on first reading, the caption which was read as fol~ows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-1993 FISCAL YEAR TO PROVIDE INCREASED FUNDING FOR THE CRISIS HOTLINE; AND DECLARING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SETTING SPEED LIMITS ON RM 12 IN THE CITY LIMITS OF THE CITY OF SAN MARCOS; AMENDING THE TRAFFIC REGISTER; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Plummer seconded the motion. Mayor Morris tabled the Ordinance to be considered later in the meeting, so Staff could produce a map for the Council to review prior to voting on this item, and Mr. Hart seconded the motion. On roll call the following vote was recorded: AYE: Hernandez, Hart, Morris, Kissler, Plummer. NAY: Guerra. ABSTAIN: None. (Mr. Moore not present to vote on this motion). Mayor Morris moved to Item 8.F. on the agenda, approval of an Ordinance on first reading, the caption which was read as follows: - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, ~- TEXAS, AMENDING CHAPTER '29, TRAFFIC, OF THE SAN MARCOS CODE OF ORDINANCES; ESTABLISHING EFFECTIVE HOURS FOR SCHOOL ZONE SPEED LIMITS; PROVIDING FOR SEVERABILITY; PROVIDING FOR A PENALTY; PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Plummer seconded the motion. Mayor Morris stated she wanted consistency of the zones. The Council then voted unanimously for approval of the Ordinance on first reading. Mayor Morris introduced for consideration Item 8.C., which was tabled earlier in the meeting, approval of an Ordinance on first reading, the caption which reads as follows:
