<br />86 <br /> <br /> <br />Regular Meeting February 8, 1993 Page 4 <br /> <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-1993 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE POLICE HEADQUARTERS AND <br />TRAINING FACILITY PROJECT; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Moore moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 30-7 OF THE SAN MARCOS CODE OF <br />ORDINANCES TO PROHIBIT THE SALE OR FURNISHING OF <br />PHOSPHATE-CONTAINING HOUSEHOLD LAUNDRY DETERGENT WITHIN THE <br />CITY; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br />ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND <br />PROVIDING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Moore seconded the motion, which passed unanimously. <br /> <br />Mayor Morrls introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as fol~ows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-1993 <br />FISCAL YEAR TO PROVIDE INCREASED FUNDING FOR THE CRISIS <br />HOTLINE; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Moore seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, SETTING SPEED LIMITS ON RM 12 IN THE CITY LIMITS OF THE <br />CITY OF SAN MARCOS; AMENDING THE TRAFFIC REGISTER; PROVIDING <br />FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; <br />PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Plummer seconded the motion. Mayor Morris tabled the Ordinance <br />to be considered later in the meeting, so Staff could produce a map <br />for the Council to review prior to voting on this item, and Mr. Hart <br />seconded the motion. On roll call the following vote was recorded: <br /> <br />AYE: Hernandez, Hart, Morris, Kissler, Plummer. <br /> <br />NAY: Guerra. <br /> <br />ABSTAIN: None. <br /> <br />(Mr. Moore not present to vote on this motion). <br /> <br />Mayor Morris moved to Item 8.F. on the agenda, approval of an <br />Ordinance on first reading, the caption which was read as follows: - <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, ~- <br />TEXAS, AMENDING CHAPTER '29, TRAFFIC, OF THE SAN MARCOS CODE OF <br />ORDINANCES; ESTABLISHING EFFECTIVE HOURS FOR SCHOOL ZONE SPEED <br />LIMITS; PROVIDING FOR SEVERABILITY; PROVIDING FOR A PENALTY; <br />PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Plummer seconded the motion. Mayor Morris stated she wanted <br />consistency of the zones. The Council then voted unanimously for <br />approval of the Ordinance on first reading. <br /> <br />Mayor Morris introduced for consideration Item 8.C., which was <br />tabled earlier in the meeting, approval of an Ordinance on first <br />reading, the caption which reads as follows: <br />
