City Council Meeting Minutes - Final November 2, 2015 <br />The Council reconviened into open session at 8:47 p.m. The Council provided <br />direction to Staff in Executive Session. <br />V. 6:00 PM - 30 Minute Citizen Comment Period <br />Ruah Gleason, addressed the Council regarding the Animal Shelter charging <br />for the boarding of animals that were impacted. She also commented that she <br />feels so blessed to have had all of the volunteers that they had the last time it <br />flooded, but she feels like the volunteers may have been driven away because <br />folks were saying, "this wasn't as bad as last time." She would request some <br />volunteers to come to their house soon. it was very disheartening to not see the <br />response like they had in May. <br />Mark Gleason, echoed Mrs. Gleason's concerns and said that they had read in <br />the paper that it wasn't as bad as the May flood. He stated that there is a lot of <br />information out there that The Woods drainage helped their situation. He feels <br />that there is definitely something wrong when the water literally went back up <br />his street, and he wants to see the hydrological reports for this event. He wants <br />the council to find out what happened. He stated his concern about the <br />students living at The Woods. <br />CONSENT T GE D <br />A motion was made by Council Member Prewitt, seconded by Council Member <br />fiughson, to approve the consent agenda items #3 -13. The motion carried by <br />the following vote: <br />For: 6 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Scott, Council Member Prather, <br />Deputy Mayor Pro Tern Prewitt and Council Member Hughson <br />Against: 0 <br />Absent: 1 - Thomason <br />3. Consider approval of the following minutes: <br />October 16, 2015 - Packet Meeting Workshop Minutes <br />October 20, 2015 - Regular Meeting Minutes <br />October 26, 2015 - Special Called Meeting Minutes <br />4. Consider approval of Ordinance 2015 -46, on the second of two readings, amending <br />Chapter 10 of the San Marcos City Code titled Aviation pertaining to the San Marcos <br />Regional Airport by adding new provisions relating to: special events; the outside <br />storage of materials; limiting outside parking and storage of unairworthy aircraft to six <br />months; deleting a provision on airfield information; and including other clarifying <br />amendments to ensure consistency with current applicable state and federal aviation <br />laws; providing the repeal of any conflicting provisions; and providing an effective <br />date. <br />City of San Marcos Page 2 <br />
