City Council Meeting Minutes - Final November 2, 2015 Information Resources Contract #DIR -TSO -2582 in the total amount of $368,059.00 and from CDW Government through the Texas Cooperative Purchasing Network #TCPN -R5106 in the total amount of $8,453.58, authorizing the City Manager or his designee to execute the appropriate purchasing documents on behalf of the City; and declaring an effective date. 11. Consider approval of a two percent (2 %) cost of living increase and a two percent (2 %) merit pay increase in the amount of $6,094.40 to City Attorney Michael Cosentino effective November 2, 2015. 12. Consider approval of a two percent (2 %) cost of living increase and a two percent (2 %) merit pay increase in the amount of $6,988.80 to City Manager Jared Miller effective November 2, 2015. 13. PUBLIC HEARINGS - 7:00 P 14. 7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for or against Ordinance 2015 -48 approving an amendment to the Preferred Scenario Map of the City's Comprehensive Plan to change the land use designation for a 116.628 acre, more or less, tract of land out of the Blanco Riverwalk Subdivision comprised of Block A, Block B, Block E and Lot 1, Block F located along the west side of IH -35 between Carlson Circle and Yarrington Road from an area of stability /low intensity to an employment center; and including procedural provisions; and consider approval of Ordinance 2015 -48, on the first of two readings. Shannon Mattingly, Director of Development Services, provided the Council with a Staff presentation. Mayor Guerrero opened the Public Hearing at 7:34 p.m. Robert McDonald, 3735 Lost Creek Blvd, Austin, spoke in favor of this project. He stated that they have a business park that doesn't allow for a warehouse component and that just doesn't work. He stated that they had 4 projects to start building in the spring of this year on Tract A. Those projects were: an office warehouse project, an office condominium project, and two acre 3 -story storage facility, and two 20,000 sqft flex space buildings. However they found that there was only 1 of those projects that were currently allowed. This was all predicated because they need to be able to build a warehouse component in their business park. He stated that they would be fine with general commercial when the zoning comes back, and that It is not their intent to build heavy industrial buildings. It is their intent to build a mixed use project. The tracts that they are proposing are the three tracts along the interstate and that City of San Marcos Page 4
