City Council Meeting Minutes - Final November 2, 2015 <br />Information Resources Contract #DIR -TSO -2582 in the total amount of $368,059.00 <br />and from CDW Government through the Texas Cooperative Purchasing Network <br />#TCPN -R5106 in the total amount of $8,453.58, authorizing the City Manager or his <br />designee to execute the appropriate purchasing documents on behalf of the City; and <br />declaring an effective date. <br />11. Consider approval of a two percent (2 %) cost of living increase and a two percent <br />(2 %) merit pay increase in the amount of $6,094.40 to City Attorney Michael <br />Cosentino effective November 2, 2015. <br />12. Consider approval of a two percent (2 %) cost of living increase and a two percent <br />(2 %) merit pay increase in the amount of $6,988.80 to City Manager Jared Miller <br />effective November 2, 2015. <br />13. Consider approval of a two percent (2 %) cost of living increase and a three percent <br />(3 %) merit pay increase in the amount of $3,577.60 to City Clerk Jamie Pettijohn <br />effective November 1, 2015. <br />PUBLIC HEARINGS - 7:00 P <br />14. 7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments <br />for or against Ordinance 2015 -48 approving an amendment to the Preferred Scenario <br />Map of the City's Comprehensive Plan to change the land use designation for a <br />116.628 acre, more or less, tract of land out of the Blanco Riverwalk Subdivision <br />comprised of Block A, Block B, Block E and Lot 1, Block F located along the west side <br />of IH -35 between Carlson Circle and Yarrington Road from an area of stability /low <br />intensity to an employment center; and including procedural provisions; and consider <br />approval of Ordinance 2015 -48, on the first of two readings. <br />Shannon Mattingly, Director of Development Services, provided the Council <br />with a Staff presentation. <br />Mayor Guerrero opened the Public Hearing at 7:34 p.m. <br />Robert McDonald, 3735 Lost Creek Blvd, Austin, spoke in favor of this project. <br />He stated that they have a business park that doesn't allow for a warehouse <br />component and that just doesn't work. He stated that they had 4 projects to <br />start building in the spring of this year on Tract A. Those projects were: an <br />office warehouse project, an office condominium project, and two acre 3 -story <br />storage facility, and two 20,000 sqft flex space buildings. However they found <br />that there was only 1 of those projects that were currently allowed. This was <br />all predicated because they need to be able to build a warehouse component in <br />their business park. He stated that they would be fine with general commercial <br />when the zoning comes back, and that It is not their intent to build heavy <br />industrial buildings. It is their intent to build a mixed use project. The tracts <br />that they are proposing are the three tracts along the interstate and that <br />City of San Marcos Page 4 <br />
