Analysis <br />• Prepare existing condition diagram showing details from site inspection and field work mentioned <br />above. <br />• Analyze crash records and prepare collision diagram from crash reports showing crash experience by <br />type, location, direction of movement, severity, weather, time of day and date. <br />• Prepare a site map of the subject intersection to document existing traffic and geometric conditions. <br />• Analyze all collected traffic count data and geometric data <br />• Estimate new trips generated by the proposed development using the Institute of Transportation <br />Engineers (/TE) Trip Generation Handbook (9' Edition). <br />• Assign site generated trips on to the subject intersection (trip distribution). <br />• Conduct TSWA for the subject intersection under existing roadway geometry and traffic volumes <br />conditions. <br />• Conduct TS WA for the subject intersection under future build conditions of the proposed development. <br />B. Task 2: Intersection LOS Analysis <br />A traffic operational analysis will be conducted for Mill Street at Uhland Road intersection under existing and future <br />build conditions. The latest version of Synchro software and /or Highway Capacity Software will be utilized for the <br />analysis. Measures of Effectiveness (MOEs) such as LOS and delay will be evaluated as part of the analysis. A <br />comparison of these MOEs for different conditions will be conducted. Recommendations to improve intersection <br />capacity and LOS will be provided if needed. <br />C. Task 3: Evaluation of existing bus stop location <br />The existing and most current bus route map for the Mill Street area will be reviewed. Different options on relocating <br />existing bus stop (if needed) will be evaluated based on traffic impacts to the surrounding area and recommendations <br />will be provided accordingly. <br />Deliverables: The consultant shall prepare and submit two (2) reports summarizing the traffic signal warrant and <br />LOS analysis at the subject intersection as well as recommended location of existing bus stop. The report will be <br />submitted at the 30% design phase. The report shall include existing condition diagrams, photographs, traffic counts, <br />collision diagram, completed traffic survey count analysis forms, signal warrant and intersection LOS analysis and <br />results. Revisions to the report shall be made after receiving comments from City of San Marcos. <br />D. Task 2: Traffic Signal Layout Design <br />Assuming the TSWA justifies / warrants a traffic signal at the subject location, we will proceed with the design of a <br />proposed traffic signal at this location. <br />I . The traffic signal layout for the subject intersection will be designed based on the topographic survey of Mill <br />Street and Uhland Road intersection. For major street ( Uhland Road), the survey should extend at least 400', <br />in each direction from the intersection and for minor street (Mill Street), the survey should extend at least <br />150', in each direction from the intersection. The traffic signal layout will show the location of the traffic <br />signal poles and other relevant signal features at 1 ":40' Scale. The overall signal system will be designed for a <br />mast arm configurations with V IVDS detection or other technology as determined by the City of San Marcos. <br />The traffic signal layout will show signal elevation, any pavement marking revisions, pedestrian element, <br />Americans with Disabilities Act (ADA) element design according to current City of Austin and City of San <br />Marcos criteria, guidelines and specifications. Quantities for the proposed signal will be included as part of <br />the final submittal. Development of traffic signal timing for the proposed traffic signal at the subject <br />intersection is not part of a basic scope of services. Ring and barrier details are included. <br />2.
