City Council Meeting Minutes November 17, 2015 <br />The Council reconvened into open session at 6:15 p.m. Direction was provided <br />to Staff in Executive Session. <br />PRESENTATIONS <br />3. Receive a Staff presentation and update regarding the 2015 All Saints Weekend <br />Flood, and provide direction to Staff. <br />Ken Bell, Emergency Management Coordinator, provided an update regarding <br />the All Saints Weekend flood. He indicated all essential services are back <br />online, debris has been removed quickly and there is no FEMA declaration for <br />assessments at this time. <br />6:00 P <br />V. 30 Minute Citizen Comment Period <br />Tisa Marie Coppoletta, addressed the Council regarding how happy she is <br />about the new City Council. She mentioned a possible Smart Meter opt out <br />program and that she would like the Council to explore it. She stated that she <br />physically felt them. She would also like to see a possible public access channel <br />like they have in Austin and also some possible filmmaker grants. She <br />mentioned her concerns with the mold issue since the flooding and her <br />sensitivity to it. She mentioned an anti -mold and mildew ordinance that was <br />adopted in California and would like the Council to consider adopting <br />something like that here. <br />CONSENT AGENDA <br />A motion was made by Mayor Pro -Tem Thomaides, seconded by Deputy <br />Mayor Pro Tem Prewitt, to approve the consent agenda consisting of items <br />#4-17 with the exception of item #6 and 7 which were considered separately. <br />The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against: 0 <br />4.
