6. All three (3) options will include consideration and location of any odor control facility expansion,
biofilters, or other facilities to minimize odor production and prevent off site migration of odiferous
gas. Selection or recommendations of types of odor control facilities required is not part of this
scope.
B. Force Main Design
1. Force main sizing will be based on the WWMP developed by FNI and as identified as part of this
scope of work, above.
2. One of the two existing parallel wastewater force mains between the Main Lift Station and the WWTP
will be removed, and replaced with two parallel force mains.
C. Bulk Refilling Station and Reclaimed Water Line
1. The existing reclaimed waterline at the WWTP will be extended to serve the new bulk refilling station
and extended to the intersection of River Road and Cape Road for future service.
It is FNI's understanding that CH2M will be evaluating the reclaimed water system at the plant for
use with the bulk refilling station. FNI's scope includes connecting to a proposed reclaimed water
main that will be designed through the WWTP site by CH2M. An evaluation of the reclaimed water
pumps, pumping system, etc. are not included in the scope of this project. FNI will coordinate with
CH2M to obtain their survey and CAD files for their proposed reclaimed water main. FNI will then
use these files for the design of the bulk refilling station and the reclaimed water line.
3. The bulk refilling station will be a pre - packaged system that will be delivered to the site. FNI will sole
source one refilling station manufacturer as selected by the City. Multiple manufacturers will not be
evaluated.
4. Evaluation, replacement, and /or expansion of the reclaimed water pumps and system will be
performed by others. FNI will assume a capacity to convey 350 gallons per minute (gpm) is available.
5. The location of the bulk refilling station is to be near the WWTP entry gates and will be determined in
preliminary design.
6. Design will include the addition of a loop drive for the refilling station.
7. FNI will provide the structural design for the foundation of the packaged bulk refilling station, an
electrical power connection and lighting for the site. No SCADA, communications or site security
improvements will be provided as part of this Contract.
8. FNI will provide plans to the TCEQ for review and approve to construct the project. Any changes to
the City's Reclaimed Water or WWTP permit shall be performed by others.
D. General
The project will be bid as one bid package consisting of installation of two force mains, removal of
existing 20 -inch force main, installation of a 12 -inch reclaimed water line and installation of a bulk
refilling station
1. FNI will utilize the City's standard details, specifications (City of San Marcos Adopted City of Austin
Specifications) and City of San Marcos CAD standards. Where necessary, FNI standard contract
documents and specifications will also be utilized.
2. Project will be procured using the standard low -bid process in conformance with City policy and
state law.
3. Storm Water Pollution Prevention Plan(s) will be provided by FNI.
