i. Alignment: Using the survey information, a proposed route will be <br />identified. System integration will be evaluated, including an assessment <br />of existing utility interference. Traffic control and park access <br />requirements will be considered when analyzing the possible alignments. <br />KFA will evaluate workspace and analyze various construction methods <br />for crossing the San Marcos River, including horizontal directional <br />drilling (HDD) and jack and bore to determine the most suitable solution <br />for the project. <br />b. Blanco River Crossing Waterline: <br />i. Alignment: Using the City's GIS information, various alignments for <br />crossing the Blanco River will be evaluated and a preferred alignment <br />will be proposed. For this evaluation, trenchless installation methods will <br />be considered, including HDD and jack and bore, the length and cost of <br />the trenchless installation, and the amount of temporary and permanent <br />easements required for construction. KFA will coordinate with the Texas <br />Department of Transportation (TxDOT), who owns the property on the <br />north side of the crossing, to evaluate the options for the proposed <br />alignment in the State right-of-way on the north side of the Blanco River. <br />It is assumed that the City will directly coordinate with the private <br />property owner on the south side of the river for right -of -entry. KFA will <br />provide exhibits and other assistance as needed for property owner <br />coordination. <br />6. Cheatham Street Sidewalk Improvements <br />a. Alignment: The apparent right-of-way lines from the survey will be used to <br />identify potential alignments to keep the proposed sidewalks within existing right- <br />of-way and connect to existing sidewalks along the south side of Cheatham Street <br />between Riverside Drive and the bridge crossing of the San Marcos River. KFA <br />will also identify a location for a cross -walk to connect the proposed sidewalk to <br />the existing sidewalk on the north side of Cheatham Street. <br />7. Other <br />a. Determine Project Permitting/Design Requirements: KFA will determine project <br />permitting and design requirements for local, state and federal entities. <br />b. Utility Coordination: Coordinate with the City to determine utility service providers <br />in the vicinity of the project, and KFA will contact each provider to request the <br />plans and/or schematics of their utility lines within the project area. <br />c. Construction Cost Estimates: Develop Class C (± 25%) estimates of probable <br />construction cost based on the information gathered above. <br />8. Deliverables: <br />a. Cheatham Street Waterline: <br />Preliminary Engineering Design Memorandum: A Design Memorandum <br />will be prepared summarizing the investigation and recommendations. <br />At a minimum the Design Memorandum will include: <br />
