City Council Meeting Minutes December 15,2015 <br /> Fire Recovery activity. Staff will bring back this item during the budgeting <br /> process for discussion of putting the recovery funds into a Capital Outlay Fund <br /> for the Fire Department instead of the General Fund. Staff will also bring <br /> back modifications to the Ordinance at a future meeting. <br /> 6:00 PM <br /> V. 30 Minute Citizen Comment Period <br /> Betseygail Rand, addressed the Council as an applicant for the Planning and <br /> Zoning Commission. She would love the opportunity to serve and asked for <br /> Council's consideration. <br /> Nicholas Icossipentarhos, addressed the Council regarding Item #13 on the <br /> agenda to prohibit Concealed and Open Carry in open meetings. He stated <br /> that for 20 years now there has been a working relationship with Concealed <br /> Handgun License holders and now the law states that you can open carry. He <br /> stated that this has nothing to do with the Texas Open Meetings Act in this <br /> resolution, and that this isn't going to keep the bad guys out. He said that this <br /> will prevent the good guys from being protected and asked that the Council not <br /> ban concealed carry in open meetings. <br /> Ted Breihan, addressed the Council about the two-way streets and back-in <br /> parking downtown. He stated that he thought that the issue had not been <br /> approved. He made the comment that if it has been decided then the public <br /> can say whatever they want and it's not going to matter and that the city is <br /> going to do whatever they want to anyway. He wanted to know the status of it <br /> and if it had indeed been approved or not by the City Council. City Manager <br /> Jared Miller stated that he would speak to Mr. Breihan following his <br /> comments. <br /> CONSENT AGENDA <br /> A motion was made by Mayor Pro-Tem Thomaides, seconded by Deputy <br /> Mayor Pro Tern Prewitt, to approve the consent agenda items, with the <br /> exception of#5 and #7 which were pulled and considered separately. The <br /> motion carried by the following vote: <br /> For: 6- Mayor Guerrero, Mayor Pro-Tern Thomaides, Council Member Prather, Deputy <br /> Mayor Pro Tern Prewitt, Council Member Derrick and Council Member Gregson <br /> Against: 0 <br /> Absent: 1 - Council Member Hughson <br /> 3.
