City Council Meeting Minutes December 15,2015 <br /> Absent: 1 - Council Member Hughson <br /> 8. Consider approval of Change in Services No. 23 to the N. Harris Computer <br /> Corporation contract in the amount of $84,600 for the implementation of the Harris <br /> Computer System Payment Gateway (HPG). <br /> PUBLIC HEARINGS - 7:00 PM <br /> 9. 7:00PM Receive a Staff Update on the CDBG Program and hold a Public Hearing to <br /> receive comments for or against the 2014 CDBG Consolidated Annual Performance <br /> Report (CAPER). <br /> Janis Hendrix, Community Initiatives Program Administrator, provided the <br /> Council with a brief overview of the 2014 CDBG Consolidated Annual <br /> Performance Report (Caper). <br /> Mayor Guerrero opened the Public Hearing at 7:13 p.m. <br /> There being no comments the Mayor closed the Public Hearing at 7:13 p.m. <br /> No further action was taken. <br /> NON-CONSENT AGENDA <br /> 10. Receive a Staff presentation and consider approval of Resolution 2015-177R, <br /> declaring that the City Council chambers and other city-use facilities as needed be <br /> handgun-free zones at times when these facilities are being used to host meetings <br /> which are subject to the Open Meetings Act; directing the City Manager or his <br /> designee to design and install appropriate signage as required by State Law; and <br /> declaring an effective date. <br /> Assistant Police Chief Penny Dunn, provided the Council with a presentation. <br /> A motion was made by Mayor Guerrero, seconded by Council Member <br /> Gregson, that Resolution 2015-177R be approved to forbid persons from <br /> carrying handguns openly, in a room or rooms where open meetings of the City <br /> Council or any City board, commission, committee or body are held and to <br /> authorize the provision of notice regarding such handgun restriction under <br /> Section 30.07 of the Penal Code. The motion carried by the following vote: <br /> For: 5- Mayor Guerrero, Mayor Pro-Tem Thomaides, Deputy Mayor Pro Tern Prewitt, <br /> Council Member Derrick and Council Member Gregson <br /> Against: 1 - Council Member Prather <br /> Absent: 1 - Council Member Hughson <br /> City of San Marcos Page 4 <br />
