City of San Marcos <br />Water Reuse System <br />Asset Management Plan <br />2 Asset Management Approach <br />This AMP summarizes the initial phase of asset management development for San Marcos with <br />a focus on the first six steps of the EPA's Ten -step Asset Management Process. These steps <br />focus on inventorying and assessing <br />San Marcos's existing assets and <br />prioritizing asset renewal. Figure 2.1 <br />provides the overall framework that <br />guided the initial phase of asset <br />management development. This <br />Section describes the approach used <br />in following sections to develop the <br />data, information, results, and <br />recommendations that are compiled in <br />the Section 6, State of the Assets. <br />2.1 What is Asset Management <br />The San Marcos system composed of <br />approximately thirteen (13) miles of <br />reclaim water mains, valve vaults, and <br />Figure 2.1 — San Marcos Asset Management <br />Framework <br />flow meters designed and constructed to meet prescribed performance objectives in support of <br />the overall water reuse system's performance goals. However, aging assets deteriorate and <br />performance diminishes over time, requiring increased operation and maintenance attention. <br />As assets continue to deteriorate, they become unreliable and require a major rehabilitation or <br />complete replacement. <br />Asset management can be described as: <br />1. A management philosophy coupled with business processes, practices, and tools <br />that are applied to the entire portfolio of infrastructure assets at all levels in the <br />organization. <br />2. A sequential optimization process that continuously improves the infrastructure <br />inventory, condition, performance, and maintenance knowledge based on an asset - <br />by -asset basis. <br />February 2016 Page 6 <br />
