City Council Meeting Minutes May 3, 2016 <br />construction adjacent to it. She requested that the Council promote the Smart <br />Meter Opt out Program. She stated that Code Enforcement has been friendly <br />to the folks in Blanco Gardens because they have had lots of issues in getting <br />things cleaned up since the two floods. She mentioned Item #13 and how she <br />would like to offer a public access channel to all citizens. Regarding Item #21 <br />she stated that we need a traffic calming device. Item #24 we should thank the <br />Neighborhood Commission for all of their due diligence that they did on this <br />item. <br />Matt Akins, spoke in favor of back -in parking and how it benefits pedestrian <br />and cycling traffic. He stated that the amount of all of the spaces are always <br />full so there must not be too much of a detrimental impact on downtown. He <br />hoped that this would stay intact. <br />Ted Breihan, addressed the Council regarding the back -in parking and the <br />results of the city survey where 61% were for head -in and 18 % were for <br />back -in parking. He also referred the petition that had been submitted to the <br />City Clerk's office with over 500 signatures of people that would support <br />head -in parking and one -way streets. He also stated that we do not need a 10 <br />foot sidewalk in his opinion and that we just need a 5 foot sidewalk. He asked <br />that the Council do away the back -in parking. <br />Lisa Arcenaux, spoke in support of the MS4 Ordinance and the ban on the <br />Coal Tar Sealant. <br />CONSENT AGENDA <br />A motion was made by Deputy Mayor Pro Tem Prewitt and seconded by <br />Council Member Gregson to approve the consent agenda consisting of Items <br />4 -15, with the exception of Item #7 which was pulled and considered <br />separately. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against: 0 <br />4.
