City Council Meeting Minutes May 3, 2016 <br />Deed to the abutting lot owner at 804 Gravel Street upon payment of the fair market <br />value of said abandoned street section; and declaring an effective date; and consider <br />approval of Ordinance 2016 -16, on the first of two readings. <br />Shannon Mattingly, Director of Development Services, provided the Council <br />with a brief presentation of the request. <br />Mayor Guerrero opened the Public Hearing at 7:52 p.m. <br />Joey Sullivan, 804 Gravel Street, thanked the City Staff for speaking to him <br />and walking him through the process. He provided the Council with an <br />overview of this property and his intended use. <br />There being no further comments, Mayor Guerrero closed the Public Hearing <br />at 7:53 p.m. <br />A motion was made by Deputy Mayor Pro Tem Prewitt, seconded by Council <br />Member Hughson, to approve Ordinance 2016 -16, on the first of two readings. <br />The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro-Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against: 0 <br />19. TOOPM Receive a Staff presentation and hold a Public Hearing to receive comments <br />for or against the 2016 Community Development Block Grant (CDBG) Action Plan. <br />Delinda, Newby, Community Initiative Technician provided a brief update to <br />council on the CDBG Action plan and the applications that were received. <br />Mayor Guerrero opened the Public Hearing at 7:13 p.m. <br />Stewart Dale Spencer, 13 Sandberg Drive, San Marcos Housing Authority, <br />requested funds for the CM Allen Homes for a learning facility in the amount <br />of $174,750.00. He stated that this will be much like the PODER Learning <br />Center at Allen Woods Homes and there isn't anything like this in the Blanco <br />Gardens Neighborhood which hosts several events and facilitates voting. They <br />feel confident that they can duplicate the success of their 2009 project. <br />Gloria Salazar, 1614 Mockingbird Drive, representing Centro Cultural <br />Hispano de San Marcos spoke about their request for funds to repair the roof <br />of the building. They are leasing the building from the school district and they <br />are looking for ways to repair and continue to use the full building. They have <br />City of San Marcos Page 7 <br />
