City Council Meeting Minutes May 3, 2016 <br />Protection Plan or Comprehensive Site Plan, the applicant will <br />provide a drainage analysis of any proposed development contained within <br />the 1% chance floodplain (current or advisory.) The analysis will include <br />either a 1D or 2D analysis, as determined by the Director of <br />Engineering, using the most current version of the Blanco River <br />Flood Model. <br />2. The proposed development will show no increase in the water <br />surface elevation unless it is contained within a drainage easement or <br />right -of -way or within property owned by the applicant. <br />3. The increase in discharge due to loss of storage within the <br />floodplain shall be accounted for in all reclamation. <br />4. The lowest floor of any building or enclosed space will be at or <br />above one and one half feet from the one percent annual chance <br />flood as projected in the most current version of the Blanco River Flood <br />Model. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against: 0 <br />A motion was made by Deputy Mayor Pro Tem Prewitt, seconded by Council <br />Member Hughson, that Ordinance 2016 -10 be postponed to allow Staff and the <br />developer to work through the PDD together. The motion carried by the <br />following vote: <br />For: 5 - Mayor Guerrero, Council Member Prather, Deputy Mayor Pro Tem Prewitt, Council <br />Member Hughson and Council Member Derrick <br />Against: 2 - Mayor Pro -Tem Thomaides and Council Member Gregson <br />21. Consider approval of Ordinance 2016 -17, on the first of two readings, establishing a <br />Valet Parking Loading and Unloading Area during limited hours within two public <br />parking spaces in front of 150 South LBJ Drive designated by the City Manager under <br />the Valet Parking License granted to Austin Street Tavern, L.L.C. ( "AquaBrew ") by <br />Resolution No. 2106 -22R; authorizing the City Traffic Engineer to install signs <br />reflecting such Valet Parking Area for a period concurrent with the term of said <br />License; amending the Traffic Register maintained under Section 82.067 of the San <br />Marcos City Code to indicate the addition of such Valet Parking Area and signs; and <br />including procedural provisions. <br />A motion was made by Council Member Prather, seconded by Mayor Pro -Tem <br />Thomaides, to approve Ordinance 2016 -17, on the first of two readigns.
