City Council Meeting Minutes April 5, 2016 following language by striking the word interred and adding "who already has purchased a lot ". It will now read as follows: Residents -Level 1 (Residents living inside the City Limits of San Marcos; persons related in the first degree by consanguinity or affinity to a person interred or who already has purchased a lot in the cemetery; or former legal guardian of a person interred or who already has purchased a lot in the cemetery). Consider approval of Ordinance 2016 -05, on the second of two readings, amending Section 82.170 of the San Marcos City Code by modifying the rules for loading or unloading of passengers by operators of taxicabs and limousines and extending such rules to drivers of transportation network company vehicles; providing a savings clause; providing for the repeal of any conflicting provisions; and providing an effective date. 8. Consider approval of Ordinance 2016 -07, on the second of two readings, approving an amendment to the preferred scenario map of the city's comprehensive plan to change the land use designation for a 50.643 acre, more or less, tract of land out of the William H. Van Horn survey, abstract 464, located West of IH -35 along Posey Road, from an area of stability to employment center; and including procedural provisions. 9. Consider approval of Resolution 2016 -38R authorizing the City Manager, or his designee, to apply for Homeland Security Grants for Radio Interoperability and Hazardous Materials Monitor Support; authorizing the City Manager, or his designee, to accept the grants, if awarded, and to execute all contracts and documents as necessary to implement the grants; and declaring an effective date. 10. Consider approval of Resolution 2016 -39R approving the lease and maintenance of 37 additional light vehicles for use by the City from Enterprise Fleet Management, Inc. through the TIPS /TAPS Interlocal Purchasing System in the annual not -to- exceed amount of $260,000.00; authorizing the City Manager, or his designee, to execute the appropriate lease documents on behalf of the City; and declaring an effective date. 11. Consider approval of Resolution 2016 -40R approving an Interlocal Cooperation City of San Marcos Page 4
