He thinks there has been error in the <br />sampling done. He stated charges are being placed on the user for <br />total water usage over a six-month period, and forty percent of his <br />usage is for tea and carbonated beverages. Mr. Boeker stated he <br />would look at other cities' ordinances to see how this is handled. <br />-- Mr. Gill stated true equity would be in continous sampling and asked <br />if any cities did this. Mr. Boeker stated most cities do the four <br />: sampling. Mr. Gill stated when sampling if two samples vary more <br />than forty percent, there is error, and Mr. Boeker stated the <br />sampling can vary as much as ten percent and stated owners are <br />encouraged to do certified sampling with their half of the sampling <br />done. The Council voted unanimously for adoption of the Resolution. <br /> <br />Mayor Morris introduced Item 10.C., a discussion regarding a <br />city-owned building, Dunbar Barracks Building, and direction to <br />staff. Mr. Gilley advised when the new Dunbar Building was built, <br />the barracks had no historical significance and was moved. The city <br />has used the building for storage and was recently requested by <br />another entity who expressed interest in using the building. NAACP <br />has now expressed they want the building and want it moved back into <br />the Dunbar community to be used by NAACP. Kyev Tatum stated he <br />would like the city to pick up the costs outlined ïn his memorandum <br />to them in the amount of $42,000. Mr. Gilley advised the Council <br />these funds could be taken from contingency or fund balance. Mr. <br />Tatum stated they want the building in the main corridor of their <br />community to be used as a training center for the neighborhood and <br />want NAACP to control the use of the building. Mayor Morris stated <br />she is concerned with the financial commitment. The Council <br />discussed the possibilities of Mrs. Gray donating the land to the <br />City and matching amounts being obtained for the project, and the <br />City giving the building to NAACP and considering a matching grant. <br />Pat Spearman stated historical contributions that have been made in <br />this community by Afro-Americans. J. C. Jackson gave a history of <br />the barracks. He stated they were used for education of colored, <br />and colored soldiers returning from WWII provided indoor plumbing <br />for the building. He asked that it be preserved for posterity. <br />Thomas Ates stated the beauty of the building is not what is at <br />issue, but the history of the building. He stated everyone needs to <br />know where they come from to go forward, and that is what this <br />building means to this community. Rose Brooks was a student at <br />Dunbar and graduated in 1953. She thinks the building can be <br />restored, and stated the Dunbar community pays taxes and has asked <br />for little. Ollie Giles stated public meetings were held in the <br />barracks after the fire and a decision was reached by the community <br />to move the building. She does not want it relocated at Dunbar but <br />is not opposed to it being placed elsewhere in the Dunbar <br />Neighborhood. She was more interested in renovation of the Old <br />Baptist Church where most of the Dunbar classes graduated from. <br />Lila Knight of the Hays County Historical Commission stated they <br />passed a Resolution supporting the building being moved to the <br />Dunbar area. She stated there is an historical association with the <br />Afro-American community, and it is worth saving. She stated there <br />would be a shot at receiving a Texas Historical Commission <br />preservation grant, but it would be small. They would help writing <br />- grant applications for other possible funding. She stated the <br />building could not be placed on the National Register (because the <br />building has been moved), but would not be prohibited from being <br />placed on the State Register. Sherry Vinn asked what entails <br />maint~nance of the building and was advised any costs incurred in <br />opening and'using the building. She stated they want to have a <br />joint venture with the City to match their resources with City <br />funding. She stated this matter can affect the lives of people in <br />the community and wants the City to consider the talents of the <br />community and invest in them. Mayor Morris stated two options would <br />be (1) Mrs. Gray donating the lot to the City and considering a <br />match, and (2) the City giving the building to NAACP and providing a <br />match to assist in the renovation. Mr. Tatum stated they have the <br />support of some whò can assist with grant applications and are <br />requesting the City put money behind this endorsement. One decision <br />that needs to be made is if the City or NAACP will own the building. <br />
