<br />7 <br /> <br /> <br /> <br />Regular Meeting April 11, 1994 Page 7 <br /> <br /> <br />Resolutions, approval for use. of the Tourist Account Funds in the <br />amount of $675.00 and approval of the Financial Report for the year <br />ended September 30, 1993 by consensus and Mr. Hart seconded the <br />motion, which passed unanimously. The captions of the Resolutions <br />read as follows: <br /> <br />- Adoption of Resolutions: <br />i <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE SALE OF LOT 9 OF BLOCK 10 OF MCGEHEE <br />HEIGHTS ADDITION TO JERRY HUDSON AND TERESA HUDSON; AUTHORIZING <br />THE CITY MANAGER TO EXECUTE A DEED; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, SUPPORTING THE ENACTMENT OF ANTI-CRIME LEGISLATION BY <br />THE UNITED STATES CONGRESS; AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT <br />BETWEEN THE CITY AND BOOTH, AHRENS & WERKENTHIN, P.C., FOR <br />LEGAL SERVICES IN CONNECTION WITH THE RENEWAL OF THE CITY'S <br />STATE WASTEWATER DISCHARGE PERMIT; AUTHORIZING THE CITY MANAGER <br />TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF A LETTER AGREEMENT <br />BETWEEN THE CITY AND COLORADO MATERIALS COMPANY TO EXTEND THE <br />TERM OF THE ANNUAL CONTRACT FOR THE PURCHASE OF ASPHALTIC <br />CONCRETE FOR A FINAL YEAR; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE THE AGREEMENT ON BEHALF OF THE CITY AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF A LETTER AGREEMENT <br />BETWEEN THE CITY AND A.B.A. VENDING TO EXTEND THE TERM OF THE <br />VENDING SERVICES CONTRACT FOR ONE YEAR; AUTHORIZING THE CITY <br />MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE APPOINTMENT BY THE CHIEF OF POLICE OF <br />JOSEPH A. MIHATSCH, ADRIAN ORTIZ AND WILLIAM TOWERY AS MEMBERS <br />OF THE CITY'S RESERVE POLICE FORCE; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mayor Morris introduced a discussion regarding crime prevention in <br />the community. Chief Kendrick provided the Council with a handout <br />of statistical information. He stated there is an increase in <br />crimes against persons and a decrease in crimes against property. <br />Chief Kendrick reviewed the statistical information data with the <br />Council. He stated misdemeanors are up and felony referrals are <br />down. In a gang assessment and planning guide, he stated younger <br />children are involved in gang activity and carrying weapons. Our <br />city is rated in this assessment as a level 3 city. Chief Kendrick <br />¡ stated he is in communication with the High School regarding a <br />contract with the city to have an officer on campus. There will be <br />- more focus by officers on youth gatherings. Mr. Guerra asked what <br />is being done to connect Public Safety Staff with the community. <br />Chief Kendrick stated officers are more visible in the neighborhoods <br />and are making appearances before civic groups to become more <br />acquainted in the community and feels most officers do connect with <br />the community. Chief Kendrick stated he would like to see a school <br />time and evening curfew and need to make parents accountable. Mr. <br />Hart stated he appreciates the level of visibility of officers in <br />the neighborhoods. Mr. Hart stated he would like to have groups, <br />such as car clubs who meet in the vicinity of Children's Park and <br />the Playscape be relocated, and Chief Kendrick stated he would see <br />if they could be located elsewhere for their gatherings. <br />
