I <br />! <br />Adoption of Resolutions: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF A TAX ABATEMENT <br />AGREEMENT BETWEEN THE CITY OF SAN MARCOS AND MENSOR <br />CORPORA~~ON; AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br />AGREEMENT AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING AN AGREEMENT BETWEEN THE CITY AND GARY JOB <br />CORPS FOR THE CITY'S PROVISION OF LIBRARY SERVICES AND <br />MATERIALS TO GARY JOB CORPS STUDENTS AND STAFF; AUTHORIZING <br />THE CITY MANAGER TO EXECUTE THIS AGREEMENT ON BEHALF OF'THE <br />CITY AND DECLARING AN EFFECTIVE DATE. . <br /> <br />Mayor Morris introduced a discussion regarding a status report on <br />the industrial pretreatment surcharge. Mr. Gilley reviewed comments <br />made by Rick Travis of Palmer's Restaurant, who has experienced an <br />increase in CODs with the new testing. They want to reduce the <br />volume of pollutants into the wastewater system. Mr. Boeker talked <br />with Mr. Travis regarding his letter to the city. Mr. Travis wants <br />to know the frequency allowed for retesting without the official <br />retesting. The city's cost per test is $25, and the owner(s) can <br />retest with a lab of their own choice, and then ask the City to test! <br />when they are ready for the official'retesting (when changes are' <br />thought to be significant). Bill Haney stated the reason why there <br />are higher CODs now than with the grab sample testing of the past is <br />the testing is being done with ports that have not been cleaned, <br />which will give an unrepresentative sample. Mr. Boeker suggests the <br />Ordinance be amended to change the variation from 10% to 20%. Mr. <br />Boeker stated on the split samples, labs are having trouble <br />processing their samples, and our third labs are also having trouble <br />with our third sample results. The Council stated the City needs to <br />be comfortable with the test results, and they need to be done <br />correctly to be comfortable with. Mayor Morris stated she wants to <br />see a customer service initiative to help the customers as much as <br />we can to get their COD down. Mr. Hart stated he was concerned with <br />what the City is trying to accomplish and possibility of small <br />businesses being run out of business with the surcharge, coupled <br />with the other rate increases. Mr. Gilley stated the ultimate goal <br />is improving the wastestream, not trying to put anyone out of <br />business. Mayor Morris stated the Council's goals are to reduce the <br />CODs and to work with businesses to decrease COD levels (Mr. Guerra <br />present at this time - 8:31 p.m.). Rick Travis of Palmer's <br />Restaurant stated his COD level significantly increased to about <br />twice as much as the old testing. Discussion ensued regarding <br />grease traps, and the Council thought the City inspectors should <br />inspect grease traps to see if they are properly done, and that this i <br />should be a City responsibility. Mr. Boeker stated the cost of the ¡ <br />sewer surcharge program is approximately $47,000.00 monthly. Mr. ! <br />Moore stated the anomalies who are trying to decrease their COD <br />levels should be worked with to bring them down. Rick Travis stated <br />he is concerned with the $200.00 retest charge when he is still <br />trying to improve his system, and the Council advised him they will <br />consider an amendment to the Ordinance to address this. Dianne <br />Wassenich stated her husband has worked hard to bring down his CODs, <br />and she is of the opinion the city has little knowledge regarding <br />grease traps and thinks someone other than City Staff should do the <br />customer training. Bill Haney stated the process is expensive to <br />get results we will be comfortable with. He stated there ~re some <br />items, such as milk and sugar, that are not caught in grease traps <br />that go into the wastewater system. The Council will consider <br />amendment at the next meeting. <br />
