MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Thomaides, the City Council voted six (6) for and none (0) opposed, to approve the ordinance on <br />the first of two readings. The motion carried unanimously. <br />21. Consider an ordinance amending Chapter 2, Administration, Article 2, City Council, of <br />the San Marcos City Code to add a new Division 3, Compensation; including procedural <br />provisions; and establishing an effective date; and consider ordinance on first of two <br />readings. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Terry, the City Council voted two (2) for and four (4) opposed, with Mayor Narvaiz and <br />Councilmembers Bose, Porterfield and Thomaides voting against, to approve the ordinance on <br />the first of two readings. The motion failed. <br />22. Consider an ordinance amending Chapter 2, Administration, Division 17, Youth <br />Commission of the San Marcos City Code to establish a Youth Activities Fund; including <br />procedural provisions; and providing an effective date; and consider ordinance on the first <br />of two readings. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Thomaides, the City Council voted six (6) for and none (0) opposed, to approve the ordinance on <br />the first of two readings. The motion carried unanimously. <br />23. Reconsideration of Zoning Ordinance 2009-29, adopted June 2, 2009, amending the <br />future land use map from Mixed Use (MU) to Public and Institutional (P) for a 5.000 acres, <br />more or less, tract of land located in the 3300 Block of Trail Ridee Pass; amending the <br />official zoning map of the City by rezoning this tract from Mixed Use District to Public and <br />Institutional District; and including procedural provisions. <br />There was no consideration of this item. <br />24. Discussion on recycling and consider adoption on second and final reading of <br />Ordinance 2009-33, increasing the monthly rate for recycling center services from $0.55 to <br />$0.71 per residential customer; including procedural provisions; and providing an effective <br />date. <br />MOTION: Upon a motion made by Councilmember Thomaides and a second by <br />Councilmember Jones, the City Council voted six (6) for and none (0) opposed, to approve <br />Ordinance 2009-33, as previously captioned. The motion carried unanimously. <br />25. Consider adoption of Ordinance 2009-34, authorizing the issuance and sale of Citv of <br /> San Marcos, Texas, Combination Tax and Revenue Certificates of Oblig ation, Series 2009; <br /> not to exceed princi pal amount of $24,500,000; providing for the securit y for and payment <br /> of said certificates; prescribing the form of said certificates; awardin g the sale thereof; <br />RM061609 Minutes Page 5
