MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Thomaides, the City Council voted six (6) for and none (0) opposed, to approve the ordinance on the first of two readings. The motion carried unanimously. 21. Consider an ordinance amending Chapter 2, Administration, Article 2, City Council, of the San Marcos City Code to add a new Division 3, Compensation; including procedural provisions; and establishing an effective date; and consider ordinance on first of two readings. MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Terry, the City Council voted two (2) for and four (4) opposed, with Mayor Narvaiz and Councilmembers Bose, Porterfield and Thomaides voting against, to approve the ordinance on the first of two readings. The motion failed. 22. Consider an ordinance amending Chapter 2, Administration, Division 17, Youth Commission of the San Marcos City Code to establish a Youth Activities Fund; including procedural provisions; and providing an effective date; and consider ordinance on the first of two readings. MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Thomaides, the City Council voted six (6) for and none (0) opposed, to approve the ordinance on the first of two readings. The motion carried unanimously. 23. Reconsideration of Zoning Ordinance 2009-29, adopted June 2, 2009, amending the future land use map from Mixed Use (MU) to Public and Institutional (P) for a 5.000 acres, more or less, tract of land located in the 3300 Block of Trail Ridee Pass; amending the official zoning map of the City by rezoning this tract from Mixed Use District to Public and Institutional District; and including procedural provisions. There was no consideration of this item. 24. Discussion on recycling and consider adoption on second and final reading of Ordinance 2009-33, increasing the monthly rate for recycling center services from $0.55 to $0.71 per residential customer; including procedural provisions; and providing an effective date. MOTION: Upon a motion made by Councilmember Thomaides and a second by Councilmember Jones, the City Council voted six (6) for and none (0) opposed, to approve Ordinance 2009-33, as previously captioned. The motion carried unanimously. 25.
