City Council Meeting Minutes July 5, 2016 <br />discussion item on the July 19, 2016 meeting agenda to discuss potential <br />resolution items. <br />6:00 PM <br />V. 30 Minute Citizen Comment Period <br />Kate Shaw, addressed the Council regarding access to low cost spay /neuter <br />programs in San Marcos and Hays County. She stated that PALS and the San <br />Marcos Animal Shelter are offering free spay /neuter services currently. She <br />asked that the Animal Shelter place a tab on their website with this <br />information. She provided the euthanasia results for last fiscal year at the San <br />Marcos Animal Shelter. She would like some measures taken to see more live <br />outcomes like other cities our size have implemented. She encouraged people <br />to join the Hays county Animal Advocates and looks forward to working with <br />the Council on the issue. <br />Lisa Marie Coppoletta, thanked the Council for everything that they are doing, <br />and thanked the Council for Item #17, the mold resolutions and the opt -out <br />program. She spoke in support of Item #17 and the definition of repatriation <br />and returning the bones back to their origin. She stated that this is very <br />important and she hopes that there will be private funders coming forth in the <br />future. She hopes that the Code SMTX process will consider all cemeteries at <br />the same level of importance. <br />Betty Richard, was not present. <br />Maria Rocha, addressed the Council on behalf the Indigenous Cultures <br />Institute spoke about Item #17 and about repatriation. She stated that in 2013 <br />they begin working with the City to repatriate the remains that they have. <br />These conversations led to identifying an area at Spring Lake Preserve. 5 years <br />later and we are finally at the last steps of the process. She thanked the <br />Council for taking the time to honor their ancestors and a special thank you to <br />Council Member Prewitt for leading the way. <br />CONSENT AGENDA <br />A motion was made by Council Member Gregson, seconded by Deputy Mayor <br />Pro Tem Prewitt, that the consent agenda consisting of Items 5 -15, be <br />approved. Council Member Hughson filed a disclosure affidavit recusing <br />herself on Item #9 due to her interest in this real property having a fair market <br />value of $2,500 or more.(attached for record) The motion carried by the <br />following vote: <br />City of San Marcos Page 3 <br />
