<br />64 <br /> <br /> <br /> <br />Regular Meeting February 14, 1994 Page 3 <br /> <br />one else wished to speak, so Mayor Morris closed the public hearing. <br />Mr. Hart moved for approval to issue the certificate of public <br />convenience and necessity and Mr. Moore seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />PROPERTY LOCATED AT 720 VALLEY STREET, FROM "M" (SINGLE-FAMILY, <br />DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT) TO "R-l" <br />(SINGLE-FAMILY DWELLING DISTRICT [LOW DENSITY]). <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. Deborah Giles Webster stated this was her property and <br />requested the Council approve the rezoning. Ollie Giles asked about <br />the process of notifying applicants who requested rezonings. No one <br />else wished to speak, so Mayor Morris closed the public hearing. <br />Mr. Guerra moved for adoption of the Zoning Ordinance and Mr. Moore <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration a publid hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />PROPERTY LOCATED AT 1408-1410 CLYDE STREET, FROM "R-l" <br />(SINGLE-FAMILY DWELLING DISTRICT [LOW DENSITY]) TO "DP-1" <br />(TWO-FAMILY DWELLING DISTRICT [LOW DENSITY]). <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. Joe Schneider stated he was'the applicant and requested the <br />property be rezoned. No one else wished to speak, so Mayor Morris <br />closed the public hearing. Mr. Moore moved for adoption of the <br />Zoning Ordinance and Mr. Mooney seconded the motion. Mr. Hart <br />stated Mr. Schneider has made noticeable improvements in the <br />Westover Addition, and Mr. Schneider stated he hopes to continue to <br />do so. The Council voted unanimously for adoption of the Zoning <br />Ordinance. <br /> <br />Item 8.A., adoption of an Ordinance on emergency, was considered <br />earlier in the meeting. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ORDERING A JOINT GENERAL AND SPECIAL ELECTION BY THE <br />CITY AND THE SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL <br />DISTRICT TO BE HELD ON MAY 7, 1994, FOR THE PURPOSE OF ELECTING <br />A MAYOR, A CITY COUNCIL MEMBER, PLACE FIVE, AND A CITY COUNCIL <br />MEMBER, PLACE SIX; AND TO BE HELD WITHIN THE BOUNDARIES OF THE <br />SCHOOL DISTRICT FOR THE PURPOSE OF ELECTING TWO SCHOOL DISTRICT <br />BOARD OF TRUSTEES MEMBERS AT LARGE; ESTABLISHING POLLING PLACES <br />FOR THIS ELECTION; MAKING PROVISIONS FOR THE CONDUCT OF THE <br />ELECTION; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Moore moved for adoption of the Ordinance on emergency and Mr. <br />Plummer seconded the motion. Mr. Moore moved to amend the Ordinance <br />on Page 1 in Section 1 in the eleventh line of the Section to read, <br />"for terms of three years each, and by the qualified voter. . . .", <br />on Page 1 in Section 3, School District Single-Member District 1 to <br />change the polling place for Precinct 113 to the "San Marcos High <br />School Cafeteria", to amend Page 2 in School District Single-Member <br />District 5 to include "Precincts 331' (Portion), 335 (Portion) and <br />337 (Portion), Entity School, Polling Place Grace Bible Church, 218 <br />Country.Estates Drive", on Page 3 in Section 6 to include Precinct <br />334 and in Section 7 to delete Precinct 221 and to include Precincts <br />225 and 337, and Mr. Mooney seconded the motion, which passed <br />unanimously.
