Mayor Morris introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING PROPERTY LOCATED AT 720 VALLEY STREET, FROM "M" (SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT) TO "R-l" (SINGLE-FAMILY DWELLING DISTRICT [LOW DENSITY]). Mayor Morris opened the public hearing and asked if anyone wished to speak. Deborah Giles Webster stated this was her property and requested the Council approve the rezoning. Ollie Giles asked about the process of notifying applicants who requested rezonings. No one else wished to speak, so Mayor Morris closed the public hearing. Mr. Guerra moved for adoption of the Zoning Ordinance and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris opened the public hearing and asked if anyone wished to speak. Joe Schneider stated he was'the applicant and requested the property be rezoned. No one else wished to speak, so Mayor Morris closed the public hearing. Mr. Moore moved for adoption of the Zoning Ordinance and Mr. Mooney seconded the motion. Mr. Hart stated Mr. Schneider has made noticeable improvements in the Westover Addition, and Mr. Schneider stated he hopes to continue to do so. The Council voted unanimously for adoption of the Zoning Ordinance. Item 8.A., adoption of an Ordinance on emergency, was considered earlier in the meeting. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ORDERING A JOINT GENERAL AND SPECIAL ELECTION BY THE CITY AND THE SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT TO BE HELD ON MAY 7, 1994, FOR THE PURPOSE OF ELECTING A MAYOR, A CITY COUNCIL MEMBER, PLACE FIVE, AND A CITY COUNCIL MEMBER, PLACE SIX; AND TO BE HELD WITHIN THE BOUNDARIES OF THE SCHOOL DISTRICT FOR THE PURPOSE OF ELECTING TWO SCHOOL DISTRICT BOARD OF TRUSTEES MEMBERS AT LARGE; ESTABLISHING POLLING PLACES FOR THIS ELECTION; MAKING PROVISIONS FOR THE CONDUCT OF THE ELECTION; AND DECLARING AN EMERGENCY. Mr. Moore moved for adoption of the Ordinance on emergency and Mr. Plummer seconded the motion. Mr. Moore moved to amend the Ordinance on Page 1 in Section 1 in the eleventh line of the Section to read, "for terms of three years each, and by the qualified voter. . . .", on Page 1 in Section 3, School District Single-Member District 1 to change the polling place for Precinct 113 to the "San Marcos High School Cafeteria", to amend Page 2 in School District Single-Member District 5 to include "Precincts 331' (Portion), 335 (Portion) and 337 (Portion), Entity School, Polling Place Grace Bible Church, 218 Country.Estates Drive", on Page 3 in Section 6 to include Precinct 334 and in Section 7 to delete Precinct 221 and to include Precincts 225 and 337, and Mr. Mooney seconded the motion, which passed unanimously.
