Mr. Hart stated he would like to request a <br />highlight of the old text with the new text to be made available to Council. Mr. Guerra <br />stated this change will make it easier for customers to establish credit to obtain utility <br />service here. On roll call for approval of the Ordinance on first reading the Council voted <br />unanimous approval. <br />Mayor Pro-Tem Hernandez introduced for reconsideration a Zoning Ordinance, the <br />caption which reads as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE <br />CITY BY REZONING A 4.677 ACRE TRACT OF PROPERTY LOCATED IN <br />THE 800 BLOCK OF RIVER ROAD FROM "PD" PRE-DEVELOPMENT <br />DISTRICT TO "C" COMMERCIAL DISTRICT; INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENAL TIES. <br />The Council did not wish to reconsider the Ordinance. <br />Mayor Pro-Tem Hernandez introduced approval of the minutes of the Regular <br />Meeting held April 14, 1997. Mr. Guerra moved for approval and Mr. Hart seconded the <br />motion. On roll call the following vote was recorded. . <br />AYE: Hart, Hernandez, Guerra, Mihalkanin, Hughson <br />ABSTAIN: Cox <br />Mayor Pro-Tem Hernandez introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, RE-ADOPTING CHAPTER 86, ARTICLE 3, DIVISION <br />3-0N-SITE SEWAGE FACILITIES, OF THE SAN MARCOS CITY CODE, <br />INCLUDING CHANGES REQUESTED BY THE TEXAS NATURAL <br />RESOURCE CONSERVATION COMMISSION; INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENAL TIES. <br />Mr. Hart moved for approval of the Ordinance on second reading and Ms. Hughson <br />seconded the motion which passed unanimously. <br />Mayor Pro-Tem Hernandez introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 2.069 OF THE SAN MARCOS <br />CITY CODE TO CHANGE THE NUMBER OF MEETINGS WITHIN A YEAR <br />FROM WHICH A MEMBER OF A CITY BOARD OR COMMISSION THAT <br />MEETS ON A QUARTERLY BASIS MAY BE ABSENT; AND INCLUDING <br />PROCEDURAL PROVISIONS. <br />Ms. Hughson moved for approval of the Ordinance on second reading and Mr. Mihalkanin <br />seconded the motion. Mayor Pro-Tem Hernandez informed the Council the CVB would <br />need to replace four members because of the Ordinance established last fall. Mayor Pro- <br />Tem Hernandez stated one of the members was off on a honeymoon and the same person <br />was asked not to attend a meeting. Mayor Pro-Tem Hernandez stated if they are going to <br />replace a member like that and the wording on the Ordinance says voluntary or excused, <br />will result in the automatic resignation, it does not give the person latitude for going on a <br />honeymoon and the other person who was told not to attend because they were going to <br />discuss something that was personally of a conflict with that member. Mr. Hernandez <br />stated they would need to replace four people. Mr. Guerra stated if they take away the <br />person who was off on their honeymoon the other three technically had absences. Mr. <br />Hernandez stated yes. Mr. Guerra stated it either applies to one or to none. Mr. Taylor <br />
