City Council Meeting Minutes August 2, 2016 <br />Council held discussion regarding Discussion regarding: the choice of this <br />location, the McCarty location and the reasoning for not putting the store there <br />now, traffic into and out of the site, shovel tests and the archaeological analysis, <br />CodeSMTX and buffer zones, reimbursement to TxDOT, the steps in the <br />process if this and Ordinance 2016 -27 are approved, the 2 -D modeling process, <br />whether the site flooded or is in the floodplain, curb cuts, environmental <br />concerns, and the recharge zone. <br />Motion to Approve: A motion was made by Council Member Gregson, <br />seconded by Council Member Prather, that Ordinance 2016 -19 be approved, <br />on the first of two readings. The motion carried by the following vote: <br />For: 5 - Mayor Guerrero, Mayor Pro-Tem Thomaides, Council Member Prather, Council <br />Member Hughson and Council Member Gregson <br />Against: 2 - Deputy Mayor Pro Tern Prewitt and Council Member Derrick <br />15. TOOPM Receive a Staff presentation and hold a Public Hearing to receive comments <br />for or against Ordinance 2016 -27, amending the Official Zoning Map of the City by <br />rezoning 6.4 acres, more or less, out of the J.M. Veramendi Survey, Abstract No. 17, <br />located at the northwest corner of Wonder World Drive and Hunter Road from "FD" <br />Future Development District to "GC" General Commercial District with an overlay <br />district of "PDD" Planned Development District; approving standards for said Planned <br />Development District; including procedural provisions; and providing for penalties; and <br />consider approval of Ordinance 2016 -27, on the first of two readings. <br />Shannon Mattingly, Director of Development Services, provided the Council <br />with a presentation on the request. <br />Mayor Guerrero opened the Pubilc Nearing at 10:10 p.m <br />Lisa Marie Coppoletta,1322 Belvin, addressed the council and spoke against <br />the project. She expressed her concerns about how the flood of record did <br />flood the CVS across the street. She spoke about the recent flooding and stated <br />concerns about detecting sink holes. She said that City staff members or <br />TCEQ needs to. <br />There being no further comments, Mayor Guerrero closed the Public Hearing <br />at 10:14 p.m. <br />Main Motion: A motion was made by Council Member Gregson, seconded by <br />Council Member Prather that Ordinance 2016 -27 be approved. <br />Motion to Amend: A motion was made by Deputy Mayor Pro Tem Prewitt, <br />seconded by Council Member Derrick, that Ordinance 2016 -27 be amended to <br />City of San Marcos Page 10 <br />
