PUBLIC HEARINGS 14. Staff presentation and Public Hearing to receive comments for or against Ordinance 2016-19, approving an amendment to the Preferred Scenario Map of the City's Comprehensive Plan to change the land use designation for a 6.4 acre tract, more or less, out of the J.M. Veramendi Survey, Abstract 17, located at the northwest corner of Wonder World Drive and Hunter Road from an Area of Stability and Open Space to an Employment Center, while retaining the existing Open Space designation for a portion of said property; and including procedural provisions. 15. Staff presentation and Public Hearing to receive comments for or against Ordinance 2016-27, request by Pape-Dawson Engineers, on behalf of HEB Grocery Company, L.P., for a Zoning Change from Future Development "FD" to Planned Development District "PDD" with a base zoning classification of General Commercial "GC" on 6.4 acres, more or less, out of the J.M. Veramendi Survey, Abstract No. 17, located at the northwest corner of Wonder World Drive and Hunter Road. (A. Brake) 16. Staff presentation and Public Hearing to receive comments for or against Ordinance 2016-26 amending the Official Zoning Map of the City by rezoning 83.657 acres of land, more or less, being Blocks A, B and E out of the Blanco Riverwalk Subdivision, located on the west side of North IH-35 between Carlson Circle and Yarrington Road from "CC" Community Commercial District to "HC" Heavy Commercial District with a "PDD" Planned Development District Overlay; approving standards for said Planned Development District; including procedural provisions; and providing for penalties. NON-CONSENT AGENDA 17. Ordinance 2016-25, on the first of two readings, amending Chapter 4, Article 4, Division 2 and associated definitions in Chapter 8 of the Land Development Code to modify the standards for exterior building materials applicable to non-residential buildings in commercial, public and industrial zoning districts; providing a savings clause; providing for the repeal of any conflicting provisions; and providing an effective date. 18. Resolution 2016-104R approving the creation of a Community Development Block Grant - Disaster Recovery (CDBG- DR) Action Plan to submit to the U. S. Housing and Development Department allocating uses of a $25,080,000 grant for 2015 Flood Recovery, including requirements of the Federal Register Notice 5938-N-0119. 19.
