17 <br />Regular Meeting August 25, 1997 Page 4 <br />reading and Mr. Mihalkanin seconded the motion which passed unanimously. <br />Mayor Moore introduced for consideration a public hearing and adoption of an Ordinance <br />on emergency, the caption of which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING ORDINANCE 1997-17 TO MAKE <br />CORRECTIONS TO THE ZONING CHAPTER OF THE CITY CODE <br />REGARDING THE LOCATION OF TELECOMMUNICATIONS <br />TOWERS AS SPECIFIC USES IN "P" PUBLIC AND INSTITUTIONAL <br />DISTRICTS, AND THE REAR SETBACK FOR "LI" LIGHT <br />INDUSTRIAL DISTRICTS, INCLUDING PROCEDURAL <br />PROVISIONS; PROVIDING FOR PENALTIES; AND DECLARING AN <br />EMERGENCY. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. Ms. <br />Margaret Jordon stated she is opposed to the towers in residential areas. Mayor Moore <br />stated the Council is looking at determining that telecommunication towers be designated <br />as specific uses in Public and Institutional Districts and looking at setting them at the back <br />of Light Industrial Districts with the intent of keeping them from being too intrusive on the <br />residential and public neighborhood without denying them their right to function. There <br />were no other speakers so Mayor Moore closed the public hearing. Mr. Cox moved for <br />adoption of the Ordinance on emergency, and Ms. Hughson seconded the motion. Mr. <br />Hart stated he recalled the Council amending Section 2 (5) regarding the rear setback in <br />Light Industrial Districts to amend it from 20 to 10 feet. Mr. Cox then revised his motion <br />to correct Section 2(5) and Ms. Hughson seconded the motion which passed unanimously. <br />Mayor Moore introduced for consideration a public hearing and adoption of an Ordinance <br />on first reading, the caption of which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE SAN MARCOS HORIZONS <br />CITY MASTER PLAN ADOPTED IN SECTION 102.026 OF THE <br />CITY CODE TO ADOPT THE FINAL REPORT OF THE MAYOR'S <br />BLUE RIBBON COMMITTEE ON TOURISM DEVELOPMENT AS AN <br />AMENDMENT TO THE MASTER PLAN; AND INCLUDING <br />PROCEDURAL PROVISIONS. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. Mr. Jim <br />Kimmel, Director of the Center for Nature and Heritage Tours for SWT stated he was in <br />support of making the report part of the Master Plan. Mr. Kimmel stated the City has <br />tremendous potential to increase its tourism sector. There were no additional speakers so <br />Mayor Moore closed the public hearing. Ms. Hughson moved for approval and Mr. Guerra <br />seconded the motion. Ms. Hughson stated she is requesting Council to take the time to <br />talk about items on Pages 18 and 19 of the report and prioritize them prior to any staff work <br />on these items. Ms. Hughson stated another concern was the restoration of two way traffic <br />on Guadalupe Street and LBJ Drive. Mayor Moore stated he did not have any problem <br />with Ms. Hughson's request. The motion to approve the Ordinance on first reading passed <br />unanimously. <br />Mayor Moore introduced for consideration a public hearing and adoption of an Ordinance <br />on first reading, the caption of which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 102.029 OF THE CITY <br />CODE BY ADOPTING THE SECTOR TWO PLAN; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Ms. Hughson stated she would be abstaining because her homestead adjoins the piece <br />of property in question.
