Progress reports will be made monthly to the District Project Review Board (PRB). Ear <br />decisions on competing resources and priorities will be addressed in this forum as well <br />upward reporting through established USACE procedures and those required by the <br />GBZ1. <br />Quality assurance/quality control (QA/QC) review procedures will also be adhered to as <br />required by HQ guidance on the implementation of new technical review policies and <br />It it'FrArtV <br />Will I <br />plan. Each identifiable product will be thoroughly reviewed by the District's technical <br />review group and the Project Sponsor before submittal to HQ for policy review, <br />Checklists, at a minimum, will be utilized to assure that a complete technical review has <br />been accomplished. <br />Protect and Programs Man"emeya: <br />Project Management (PM -.C) will oversee the project scope, schedule, resources, costs, <br />and quality with the goal of delivering a quality product, on time, and within cost. <br />Management of the potential project will be accomplished under ER 5- 1 11, "Progrants <br />The management of the feasibility study and the preparation of the feasibility report will <br />M e the responsibility of the Planning Lead (PL); however, the PM will maintain an <br />awareness of the details and commitments during the feasibility phase to establish the <br />needed continuity through completion of the project. <br />During the feasibility study phase, the duties of the PM and other staff in the Programs <br />and Project Management Division will include the following: <br />• Monitor actual. obligations and expenditures, to ensure compliance with the study <br />funA ing schedule, proper distribution of obligations and expenditures among the <br />standard code of accounts, and effective use of Federal and non -Federal funds. <br />• Work with PDT members and the Project Sponsor to assure early identification <br />issues, which may impact study scope, quality, cost, budget, and schedule, and <br />either facilitate resolution of the issues or elevate them to the appropriate <br />decision-making level. <br />• Prepare required upward reporting documents and those required by the Project <br />Sponsor. <br />Conduct monthly updates at the PRB meetings. <br />Review all project documents for consistency with the FCSA prior to formal <br />submission to the Project Sponsor, higher authorities, or outside agencies. <br />Prepare and review annual budgeting and programming documents. <br />Coordinate with the Pr�oject Sponsor to ensure their understanding of local cost-, <br />sharing requirements, to update them on the study progress, to review and monit <br />Draft PMP - XX October 2016 <br />8 <br />
