• 24. Discussion on designating certain areas of the San Marcos River from IH-35 to the <br />headwaters at the springs as a "unique stream segment", and provide direction to staff. <br />City Council consensus was to bring back a resolution for consideration to designate certain <br />areas of the San Marcos River from IH-35 to the headwaters at the springs as a "unique stream <br />segment". <br />25. Discussion on budget prioritizations for Fiscal Year 2009-2010 Budget, and provide <br />direction to staff. <br />City Manager Rick Menchaca provided information for the City Council to review prior to a <br />discussion at the July 21 meeting. <br />26. Discussion, consideration and possible approval of incentives for redevelopment of <br />Springtown Center and authorizing staff to finalize contract negotiations. This item was <br />added as an addendum and was moved to after Citizen Comments. <br />MOTION: Upon a motion made by Councilmember Thomaides and a second by <br />Councilmember Couch, the City Council voted six (6) for and one (1) opposed, with <br />Councilmember Bose voting against, to postpone consideration of this item until later in the <br />meeting. The motion carried. <br />• Executive Session <br />In accordance with the Texas Government Code §551.087 - Deliberation Regarding Economic <br />Development Negotiation, the San Marcos City Council convened into Executive Session at <br />10:37 p.m. on Tuesday, July 7, 2009 in order to continue discussing matters pertaining to: <br />Deliberation on offers of possible incentives to entities considering locating or expanding in the <br />San Marcos community. <br />The Executive Session adjourned at 12:04 p.m. on Wednesday, July 8, 2009. <br />Reconvene and Consider Action on Item Discussed During Executive Session. <br />The San Marcos City Council reconvened into regular session at 12:05 p.m. on Wednesday, July <br />8, 2009. The following action was required from Executive Session: <br />MOTION: Upon a motion made by Councilmember Thomaides and a second by <br />Councilmember Bose, the City Council voted seven (7) for and none (0) opposed, to deny <br />incentives as submitted.
