106 <br />Regular Meeting <br />September-9, 1996 <br />Page 3 <br />Mayor Moore introduced for consideration approval of four <br />appointments to the Human Services Advisory Board. Mayor Moore <br />moved to appoint Patricia Gleason-Wynn and Mr. Guerra moved to <br />reappoint Sandra Davidson, which passed unanimously. The remaining <br />two appointments will be rescheduled at the next meeting. <br />Mayor Moore introduced for consideration approval of fifteen <br />appointments to the Convention and Visitors Bureau. Mayor Moore <br />moved to appoint Mayor Pro-Tem Rick Hernandez (in), Council Member <br />Jane Hughson (in) and Arts Community Terry Toler (in), Mr. <br />Mihalkanin moved to appoint Hotel Industry David Ellis (out) and <br />Downtown Association Stephen L. Rob Robinson (in), Mr. Guerra moved <br />to appoint Hotel Industry Chandrika Amin (in), Mayor Moore on <br />behalf of Mr. Cox moved to appoint Hospitality Association Buddy <br />Mostyn (out) and Heritage Association Kathy Dillon (in), Mr. Hart <br />moved to appoint Hospitality Industry Monica Blackburn (out) and <br />Neighborhood Association Sue Cohen (in). Discussion ensued whether <br />or not the Council wanted Hospitality Association or Industry <br />representation with no consensus or resolution. Ms. Hughson moved <br />to appoint Arts Community Linda Kelsey-Jones (in) and Hotel Industry <br />Kim Wiley (out), and Mr. Hernandez moved to appoint Chamber of <br />Commerce David Chiu (out). Mr. Guerra moved to table the six <br />nominations that are in question until Mr. Cox is present. There <br />was no second, so the motion failed. Mr. Mihalkanin moved to table <br />the three nominations of the Hospitality Association or Industry and <br />Mr. Guerra seconded the motion. On roll call the following vote was <br />recorded: <br />AYE: Mihalkanin, Moore, Guerra. <br />NAY: Hughson, Hart, Hernandez. <br />ABSTAIN: None. <br />The motion failed. Mayor Moore asked for roll call on all the <br />appointments named earlier by the Council, which passed unanimously <br />(Mr. Guerra not present to vote on this item). The two remaining <br />appointments will be scheduled for the next meeting and must reside <br />in the City limits. The Council discussed their desire for the new <br />CVB Members to have an orientation prior to October 1. <br />Mayor Moore introduced for consideration Item 7.A., adoption of an <br />ordinance on emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, SETTING THE TAX RATE FOR THE 1996 TAX YEAR; LEVYING <br />TAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF <br />THE CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1996, AND <br />ENDING SEPTEMBER 30, 1997; PROVIDING A SINKING FUND FOR THE <br />RETIREMENT OF THE BONDED DEBT OF THE CITY; AND DECLARING AN <br />EMERGENCY. <br />Mr. Guerra moved for adoption of the ordinance on emergency and Mr. <br />Hernandez seconded the motion, which passed unanimously (Mr. Hart <br />not present to vote on this item). <br />Mayor Moore introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING ON <br />OCTOBER 1, 1996 AND ENDING ON SEPTEMBER 30, 1997; AUTHORIZING <br />TRANSFERS OF FUNDS WITHIN DEPARTMENTS WITH THE APPROVAL OF <br />THE CITY MANAGER; APPROVING FISCAL YEAR 1996-97 CAPITAL <br />IMPROVEMENTS PROGRAM PROJECTS; INCLUDING PROCEDURAL PROVISIONS; <br />AND DECLARING AN EMERGENCY. <br />Mr. Guerra moved for adoption of the ordinance on emergency and Mr. <br />Hernandez seconded the motion. Mr. Mihalkanin moved to amend the <br />budget to transfer $4,000.00 from his Council Travel line item to <br />the sidewalks fund and Mr. Guerra seconded the motion, which passed <br />unanimously.
