106 Regular Meeting September-9, 1996 Page 3 Mayor Moore introduced for consideration approval of four appointments to the Human Services Advisory Board. Mayor Moore moved to appoint Patricia Gleason-Wynn and Mr. Guerra moved to reappoint Sandra Davidson, which passed unanimously. The remaining two appointments will be rescheduled at the next meeting. Mayor Moore introduced for consideration approval of fifteen appointments to the Convention and Visitors Bureau. Mayor Moore moved to appoint Mayor Pro-Tem Rick Hernandez (in), Council Member Jane Hughson (in) and Arts Community Terry Toler (in), Mr. Mihalkanin moved to appoint Hotel Industry David Ellis (out) and Downtown Association Stephen L. Rob Robinson (in), Mr. Guerra moved to appoint Hotel Industry Chandrika Amin (in), Mayor Moore on behalf of Mr. Cox moved to appoint Hospitality Association Buddy Mostyn (out) and Heritage Association Kathy Dillon (in), Mr. Hart moved to appoint Hospitality Industry Monica Blackburn (out) and Neighborhood Association Sue Cohen (in). Discussion ensued whether or not the Council wanted Hospitality Association or Industry representation with no consensus or resolution. Ms. Hughson moved to appoint Arts Community Linda Kelsey-Jones (in) and Hotel Industry Kim Wiley (out), and Mr. Hernandez moved to appoint Chamber of Commerce David Chiu (out). Mr. Guerra moved to table the six nominations that are in question until Mr. Cox is present. There was no second, so the motion failed. Mr. Mihalkanin moved to table the three nominations of the Hospitality Association or Industry and Mr. Guerra seconded the motion. On roll call the following vote was recorded: AYE: Mihalkanin, Moore, Guerra. NAY: Hughson, Hart, Hernandez. ABSTAIN: None. The motion failed. Mayor Moore asked for roll call on all the appointments named earlier by the Council, which passed unanimously (Mr. Guerra not present to vote on this item). The two remaining appointments will be scheduled for the next meeting and must reside in the City limits. The Council discussed their desire for the new CVB Members to have an orientation prior to October 1. Mayor Moore introduced for consideration Item 7.A., adoption of an ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SETTING THE TAX RATE FOR THE 1996 TAX YEAR; LEVYING TAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1996, AND ENDING SEPTEMBER 30, 1997; PROVIDING A SINKING FUND FOR THE RETIREMENT OF THE BONDED DEBT OF THE CITY; AND DECLARING AN EMERGENCY. Mr. Guerra moved for adoption of the ordinance on emergency and Mr. Hernandez seconded the motion, which passed unanimously (Mr. Hart not present to vote on this item). Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 1996 AND ENDING ON SEPTEMBER 30, 1997; AUTHORIZING TRANSFERS OF FUNDS WITHIN DEPARTMENTS WITH THE APPROVAL OF THE CITY MANAGER; APPROVING FISCAL YEAR 1996-97 CAPITAL IMPROVEMENTS PROGRAM PROJECTS; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EMERGENCY. Mr. Guerra moved for adoption of the ordinance on emergency and Mr. Hernandez seconded the motion.
