Mr. <br /> Cox stated in the Community Vision Meetings he has attended, there <br /> is a broad consensus the Corridor will grow dramatically, and a rail <br /> could help to alleviate the traffic route on IH35. Mr. Cox stated <br /> when he commuted back and forth to San Antonio from San Marcos, he <br /> would have liked to use a commuter rail if it had been available. <br /> He thinks it has a possibility of benefiting if it is done <br /> correctly. Dianne Wassenich stated it could result in less air <br /> pollution. On roll call the following vote was recorded: <br /> AYE: Mihalkanin, Moore, Cox. <br /> NAY: Hughson, Hart, Guerra, Hernandez. <br /> ABSTAIN: None. <br /> The motion failed. <br /> Mayor Moore introduced receiving the City Manager's proposed <br /> 1996-1997 Budget and setting the formal public hearing date <br /> (proposed date: Monday, August 12, 1996, at 7:30 p.m. in the City <br /> Hall Council Chambers) and direction to the City Secretary to <br /> publish notice and summaries. Mr. Gilley advised the proposed <br /> budget is for $55.8 million and represents a 3.9% increase over the <br /> 1995-1996 budget. The estimated tax rate will be 44 cents per <br /> $100.00 evaluation, which is a two cent reduction from the current <br /> tax rate. There are no proposed electric and water utility <br /> increases, but there is an expected rate increase for the wastewater <br /> utility. The only personnel requests are for the Activity Center, <br /> with fifteen staff members funded to begin in April. Mr. Gilley <br /> stated the budget represents what he thinks the City Council wants. <br /> Copies are available at the front desk and library for review. Mr. <br /> Hernandez moved to set the formal public hearing for Monday, August <br /> 12, 1996 at 7:30 p.m. in the Council Chambers and for the City <br /> Secretary to publish notice and the budget summaries, and Mr. Guerra <br /> seconded the motion, which passed unanimously. <br /> Mayor Moore introduced a discussion regarding proposed amendments to <br /> the National League of Cities' National Municipal Policy and <br /> Separate Resolutions at the Annual Congress of Cities, December <br /> 7-10, 1996, in San Antonio, Texas, and direction to Staff: Mayor <br /> Moore stated NLC has written a letter requesting any policies and <br /> resolutions we may want considered. NLC does not yet know what the <br /> federal government is going to do. Does San Marcos have anything to <br /> be considered, such as intermodal transportation, additional housing <br /> and urban development projects, and other kinds of things that feed <br /> into other major committees. Mr. Guerra can probably offer the best <br /> advice on how to forward them for major consideration. Mayor Moore <br /> stated in his own Committee, Community and Economic Development, <br /> they are looking at inter-city things. They have not taken Mayor <br /> Moore's sound advice and done much consideration of rural. Mr. Cox <br /> stated the Energy, Environment and Natural Resources Committee is <br /> suppose to develop a working definition of "sustainable" <br /> development, which is one of the buzz words in planning and <br /> development right now, and it is fraught with many meanings. The <br /> Committee is working to establish a definition that would be <br /> acceptable to NLC. Mayor Moore stated deregulation of <br /> telecommunications, questions about franchising and energy, lots of <br /> questions about families, jobs and workforce are issues being looked <br /> at. He asked the Council to read their newsletters and come up with <br /> any ideas they want to carry forward. <br /> Mayor Moore introduced the City Manager's Report. Mr. Gilley had no <br /> report at this meeting. (1) Mr. Guerra asked Mr. Gilley when the <br /> Sunset Acres work would be completed, and Mr. Gilley stated he would <br /> get a date and advise the Council. (2) Mr. Hernandez stated Hays <br /> Street is receiving a lot of traffic as an entrance to the <br /> neighborhood. He stated the City needs to look at working on its <br /> condition. <br />
