• David M. Newman, 216 N. Guadalupe Street, San Marcos, Texas 78666, spoke in regards to the <br />redevelopment of the Springtown Center. He stated he is opposed to the incentives for the <br />redevelopment of the Springtown Center and he encouraged the Council to do the same. <br />Steve Harvey, 1116 Mountain View Drive, San Marcos, Texas 78666, spoke in regards to the <br />redevelopment of the Springtown Center. He stated he feels the Council should only be <br />considering incentives for new businesses if it will help with raising the lower income. He also <br />encouraged the Council to only support incentives that will have a long term positive effect on <br />San Marcos. <br />Juan Miguel Arredondo, 1300 Perkins Street, San Marcos, Texas 78666, spoke in regard to the <br />redevelopment of the Springtown Center. He stated he is not for or against the Springtown <br />Center project. He stated he and his friends do have to drive to other cities that offer things for <br />21 and under, which the Drafthouse did. He encouraged the Council to consider supporting <br />activities for those individuals who are under 21 years old. <br />John Lewis, Austin, Texas, spoke in regards to the redevelopment of the Springtown Center. He <br />stated he has been working with investors and due to the economic economy at this time he <br />decided to pull his 380 Agreement. He thanked everyone who had been working so hard on this <br />project. <br />8. City Council Reports <br />• A. Discussion and update on the Convention and Visitors Bureau by <br />Councilmember Chris Jones. <br />Councilmember Jones provided an update regarding different publications and noted that the <br />June sales tax has increased, but so far the sales tax numbers are lower in July. He reviewed the <br />bookings for the San Marcos Conference Center for 2009 through 2011. He stated the <br />Summerfest attendance was low during the day while it was so hot, but once the sun went down <br />the attendance greatly increased. <br />B. Update on the National Guard and Army Reserve Units by Mayor Susan <br />Narvaiz. <br />MOTION: Upon a motion made by Councilmember Porterfield and a second by <br />Councilmember Couch, the City Council voted seven (7) for and none (0) opposed, table this <br />item. The motion carried unanimously. <br />CONSENT AGENDA <br />9. Consider approval of minutes. <br />A. July 7, 2009 Regular Meeting. <br />• 10. Consider adoption on second and final reading of Ordinance 2009-40, amending the <br />traffic register maintained under Section 82.067 of the San Marcos City Code by amending <br />RM072109 Minutes Page 3
