1.2. 10 Coordinate alternatives with the City, Corps of Engineers, Gudalupe-Blanco River <br />Authority ("GBRA"), and the Federal Emergency Management Agency ("FEMA") (this task <br />includes 2 meetings). <br />1.2.11 Refine concept alternatives post -project InfoWorks models. All alternatives must show no <br />negative impacts to upstream or downstream properties. <br />1.2.12 Analyze 10 -year, 25 -year and 100 -year post -project alternative results to determine <br />reduction in impacts for analyzed storm events. <br />1.2.13 Conduct QA/QC on post -project InfoWorks/HEC-RAS models. <br />1.2.14 Document modeling standards in a written technical memorandum and provide this <br />memorandum to the City upon completion of this task. <br />1.3 TASK #3 - INFRASTRUCTURE IMPROVEMENT DESIGN AND <br />PROGRAMMING / PRIORITIZATION <br />The Consultant will: <br />1.3.1 Develop a project ranking system with the City to reflect criteria to meet HUD National <br />Objectives. <br />1.3.2 Identify problem/focus areas for City infrastructure improvements within the modeling <br />area. The Consultant will utilize City masterplans, capital improvement plan and staff input. <br />1.3.3 Develop preliminary drainage and flood mitigation infrastructure improvement projects, <br />identifying design scope and cost using analysis from Task #2 above. <br />1.3.4 Review projects for environmental permitting considerations and ability to achieve project <br />completion within funding period for use as a one of the criteria in the ranking system. <br />1.3.5 Develop green infrastructure design options that could be included with the identified <br />projects for use as one of the criteria in the ranking system. <br />1.3.6 Provide pre -project empirical sediment transport/scour analysis for select river locations <br />that may be associated with identified projects. Identify preliminary scour control <br />countermeasures for locations reviewed. The level and extent of countermeasures required will <br />be used in the ranking system. <br />1.3.7 Prepare an economic analysis (informal cost benefit analysis) for each project using the <br />modeling from Task #3. The analysis will include impact to low —moderate income population in <br />AECOM Agreement for Disaster Recovery Support Services 1/17/2017 <br />4 <br />
