e) The City will provide GIS shapefiles of storm sewer infrastructure, surveyed residence <br />elevations, and surveyed high water marks. Consultant will review this data at a high <br />level, but it is assumed to be up to date and accurate; <br />f) The City will provide the InfoWorks/HEC-RAS models previously developed by Halff <br />and Associates, Inc. in the City's possession. In addition, the City will provide all <br />documentation, reports, or presentations related to model development, alternatives <br />considered, and findings in its possession; <br />g) That no changes to the regional hydrology are necessary. Additional local hydrology will <br />be determined, as necessary for select areas, and will reflect fully developed land use <br />conditions; <br />h) Consultant will provide preliminary results and coordinate analysis with the City's HUD - <br />DR Housing program being developed by others. This coordination is expected to <br />achieve the most effective combination of programs to reduce the chance of loss in future <br />floods. <br />i) Storm sewer analysis may be conducted separately from the InfoWorks model, if <br />appropriate. <br />j) Green infrastructure analysis may be conducted separately from the InfoWorks model, if <br />appropriate. <br />k) COSM will provide any budgetary constraint information at the inception of the Study. <br />1) COSM will provide contact information for all City stakeholders at the inception of the <br />Study. <br />m) It is assumed that infrastructure projects could include both urban and riverine projects, <br />or a combination of the two. Buyouts will also be considered. <br />n) Costs for housing relocation will not be considered. <br />o) It is assumed that Consultant will model three primary alternatives, each potentially <br />consisting of several synergistic smaller projects. As an input to the three primary <br />alternatives, Consultant will analyze individual project impacts at a localized level. <br />Development of additional alternatives is not included in this scope of work. <br />p) Consultant will provide up to eight (8) hours of review of XP SWMM models and <br />modeling standards with City staff. <br />1.6.4 The Consultant, will complete its Services in accordance with the schedule negotiated <br />(Attachment C) with the City and has taken into consideration and made allowance for all <br />hindrances and delays incident to such work, whether growing out of delays in securing material, <br />workers, weather or otherwise. No charge will be made by the Consultant for any hindrance or <br />delay from any cause whatever during the progress of any portion of its work that can reasonably <br />be contemplated by the scope of work, but the City may grant an extension of time for the <br />completion of the work, provided it has satisfied that such delays or hindrances were due to <br />extraordinary causes or to the acts of omission or commission by the City.
