SECTION15:MONITORING <br />Compliancemonitoringwillbeaccomplishedonmanylevelsdependingonthenatureoftheprogramor <br />project.MonitoringactivitieswillbeprovidedbyCityFinanceandCommunityInitiativesstaffandthe <br />InternalAuditor.TheCitymaychoosetoutilizetheservicesofaconsultanttoassistwiththe/źƷǤ͸ƭ <br />monitoringresponsibilities. <br />Theprimarypurposeofthe/źƷǤ͸ƭmonitoringstrategyistoensurethatallprojectscomplywithapplicable <br />federalregulationsandareeffectivelymeetingtheirstatedgoals.Thefrequencyandareasmonitored <br />willbedeterminedbyariskanalysis.The/źƷǤ͸ƭmonitoringwillincludeverifyingthateachactivityfunded <br />meetsthedisasterthreshold,satisfiesoneofI <br />5͸ƭthreenationalobjectives,andisaneligibleactivity. <br />A.MonitoringObjectives <br />TheInternalAuditor/ComplianceMonitorwillbeknowledgeableaboutthecontentandoperationofHUD <br />complianceandethicsguidelinesandwillexercisereasonableoversightfortheimplementationand <br />effectivenessofthe/źƷǤ͸ƭCDBGDRprograms,throughthefollowingobjectives: <br />Assuringthatsubrecipientswithoperationalresponsibilityaremonitoredthroughregular <br />ongoingriskassessment;regularlyperformingandreviewingriskassessments;and <br />recommendingandassuringthatappropriatestepsaretakentodesign,implement,ormodify <br />complianceactivitiestoreducethecompliancerisksidentifiedbyriskassessments. <br />Assuringthatcompliancerolesandresponsibilitiesareclearlyestablishedacrossthesubrecipients <br />systemandthatduecareistakenindelegatingsubstantialauthority. <br />Assuringthatsubrecipientsimplementsstandardsofconduct,policies,proceduresandinternal <br />controlsystemsreasonablycapableofensuringcomplianceandreducingmisconductwithintheir <br />organization. <br />Exercisingreasonableoversightovercomplianceactivities,toincluderequestingandreceiving <br />informationontheimplementationandeffectivenessofthecomplianceandethicsprogramfrom <br />individualswithdaytodayoperationalresponsibility,aswellastheSeniorComplianceOfficer. <br />Assuringthatthesubrecipientscompliancestandards,proceduresandexpectations,are <br />effectivelycommunicatedthroughtechnicalassistanceandotherappropriatemeans. <br />Assuringthatreasonablestepshavebeentakentoachievecompliancewithregulations,policies, <br />andproceduresthroughtheuseofreasonablydesignedauditingandmonitoringsystemsaswell <br />asperiodicevaluationofthecomplianceƦƩƚŭƩğƒ͸ƭeffectiveness. <br />Assuringthatsubrecipientsmaintainsaneffectivemechanismforemployeestoreportorseek <br />guidanceregardingpotentialoractualwrongdoing,includingmechanismstoallowfor <br />anonymousreporting,andappropriatesafeguardstoprotectagainstpotentialretaliation. <br />Assuringthatcomplianceispromotedandenforcedconsistentlythroughoutthesubrecipient <br />agency. <br />Reportingontheimplementationandeffectivenessofthecomplianceprogram. <br />Takingsuchotheractions,ormakingsuchotherrecommendations,asarenecessarytopromote <br />anethicalorganizationalculture. <br />CITYOFSANMARCOSCDBGDRFINANCIALPOLICIES&PROCEDURESMANAUAL24|P <br />AGE <br /> <br />
