City Council Meeting Minutes July 5, 2017 <br />Member Mihalkanin, that this Minutes be postponed until July 18. The motion <br />carried by the following vote: <br />For: 7- Mayor Thomaides, Mayor Pro -Tem Hughson, Deputy Mayor Pro Tem Prewitt, Council <br />Member Mihalkanin, Council Member Gonzales, Council Member Gregson and <br />Council Member Derrick <br />Against: 0 <br />6. Consider approval of Ordinance 2017-25, on the second of two readings, creating a two-hour <br />parking restriction between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday in the <br />general area of downtown San Marcos as authorized by Section 82.160 of the San Marcos City <br />Code and amending the traffic register to reflect such parking restriction; and including procedural <br />provisions. <br />7. Consider approval of Ordinance 2017-33, on the second of two readings, amending <br />section 86.531 of the San Marcos City Code regarding the maintenance and repair of <br />permanent Stormwater Management Facilities to require that annual inspections be <br />performed by engineers who are precertified by the City; providing a savings clause; <br />providing for the repeal of any conflicting provisions; and providing an effective date. <br />8. Consider approval of Resolution 2017-102R, awarding a contract to Boretex, LLC of <br />Spicewood, Texas for the San Marcos River Access Point Repair Project (IFB 217-260) in <br />the amount of $66,656.80; authorizing the Interim City Manager to execute the contract on <br />behalf of the City; and declaring an effective date. <br />A motion was made by Council Member Gregson, seconded by Council Member <br />Mihalkanin, that Resolution 2017-102R be approved. Staff will discuss the <br />Habitat Conservation Plan Funding during the budget process. The motion <br />carried by the following vote: <br />For: 7 - Mayor Thomaides, Mayor Pro -Tem Hughson, Deputy Mayor Pro Tem Prewitt, Council <br />Member Mihalkanin, Council Member Gonzales, Council Member Gregson and <br />Council Member Derrick <br />Against: 0 <br />9. Consider approval of Resolution 2017-103R, awarding a contract to AGH2O Holdings LLC <br />of Round Rock, Texas for the purchase of Limestone Blocks for the San Marcos River <br />Access Point Repair Project (IFB 217-336) in the estimated amount of $13,440; <br />authorizing the Interim City Manager to execute the appropriate purchasing documents on <br />behalf of the City; and declaring an effective date. <br />10. Consider approval of Resolution 2017-104R, awarding a contract to ASD Consultants, Inc. <br />of Austin, Texas for the Veterans Park Memorial Improvements Project (I FB 217-001) in <br />the amount of $119,665.82; authorizing the Interim City Manager to execute the contract <br />on behalf of the City; and declaring an effective date. <br />11. Consider approval of Resolution 2017-105R, approving an agreement with Halff <br />Associates, Inc. to provide a Parks, Recreation, and Open Space Master Plan update <br />City of San Marcos Page 5 <br />
