Consider approval, by motion, of Change in Services No. 2 to Norstan Communications, Inc. d/b/a <br />Black Box Network Services, in a not to exceed amount of $82,701.13, for Telephone Hardware <br />and Software Master Purchase and Maintenance Agreement. <br />PUBLIC HEARINGS - 7:00 PM <br />13. 7:OOPM Receive a Staff presentation and hold a public hearing to receive comments for or <br />against Ordinance 2017-34, expanding the boundaries of the Hopkins Street Historic District to <br />include additional properties along the east side of West Hutchison Street between Moore Street <br />and Scott Street, and along the north side of Scott Street between West Hutchison Street and West <br />Hopkins Street, and expanding the boundaries of the Lindsey -Rogers Historic District to include <br />properties in an area generally bounded by Burleson Street, West Hutchison Street, Moore Street <br />and Scott Street; including procedural provisions; and providing an effective date; and consider <br />Ordinance 2017-34, on the first of two readings. <br />Council Member Mihalkanin abstained from the item to avoid the appearance of <br />impropriety and left the Council Chambers. <br />Kristy Stark provided the Council with a presentation regarding the expansion of <br />the boundaries of the Lindsey-Rogers/Hopkins Street Historic Districts. <br />Mayor Thomaides opened the Public Hearing at 7:57 p.m. <br />Diana Baker, 727 Belvin Street, Chair of the Historic Preservation Commission <br />(HPC), pointed out that P&Z denied this but they recommended that a historic <br />resources survey be conducted and that no zoning changes in the proposed <br />expansion boundary are considered until the historic resources survey is <br />completed. She stated the Belvin Street area was once overrun with old homes on <br />the verge of demolition, but that people came in and began investing in them. She <br />stated that if we need a survey then so be it, she asked that the HPC be involved in <br />the process. <br />Wayne Kraemer, 733 Belvin Street, spoke about the group that spoke in opposition <br />of the expansion of the historic districts on three points: 1) that expansion of the <br />districts will limit development. He stated that this is a falsehood and that the <br />Lindsey Hill development could still go forward. 2) The Lamar school is not <br />pretty. Historic properties do not have to be pretty to be included in a historic <br />district. 3) There are homes within the proposed expansion that are just not <br />historic. He stated that the he lives in the Belvin Street District and that his home <br />does not qualify as contributing, but he named a number of other properties in the <br />City of San Marcos Page 6 <br />
