City Council Meeting Minutes July 5, 2017 <br />downtown area. She asked that the Council consider design standards for historic <br />areas. <br />Dianne Pape, 400 Blanco Street, addressed the expansion of the Lindsey -Rogers <br />Historic District. She and her husband are concerned about the expansion. She <br />loves the flavor of their neighborhood, but this area is not made of single-family <br />dwellings. She stated that it is apparent that the Lindsey Hill Development has <br />created a crucible. She hopes that the leaders in this community can accept and <br />be open to new ideas and perspectives. <br />Sandy Neese, 416 Blanco, stated that she loved that the Lamar School, but that <br />there is nothing within the proposed expansion area that is very historic. She <br />stated that this property is now on the tax rolls. She stated that there is a lot of <br />walkability in the area. Ms. Neese stated that this has torn their neighborhood <br />apart. She stated that there is only one giant that will take the property over, and <br />that is Texas State. She mentioned that the developer is willing to work with the <br />neighborhood. She would like to see something progressive in the area. <br />Amy Meeks, 832 Belvin, spoke about why she feels that this is right for San Marcos <br />because the Historic Districts are so important to this city. She mentioned that if <br />San Marcos did not have historic districts that it would still be a wonderful town, <br />but it would be a very different wonderful town. She stated that we need to <br />protect what we have and expansion of these districts. She said that this does not <br />change the zoning. She reminded the Council that although P&Z denied it <br />because they want more information and to have a historic resources survey be <br />conducted <br />Melissa Hodgkins, 504 and 510 Burleson spoke in support of the expansion of the <br />historic districts. She agrees that there needs to be further study done. She <br />stated that expanding historic districts helps protect and defend neighborhoods. <br />She asked that the council revisit this issue after the survey has been conducted. <br />Mark Barons, 5742 Braesheather Drive, Houston, TX, spoke as the owner of the <br />Lamar School annex. He stated that the historic district expansion should be <br />done responsibly taking into account legitimate public policy objectives, and <br />balancing those objectives and respect for private property rights. He stated that <br />historic designation decisions should not politicized or abused. He stated that <br />Lindsey Hill already has plans in place to ensure that it will be compatible within <br />the area.
