<br />50 <br />Regular Meeting March 22, 1999 Page 7 <br />NAY: Mihalkanin, Moore, Moseley. <br />ABST AIN: None. <br />The amendment failed. The Council then voted unanimously for adoption of the Resolution. <br />Mayor Moore introduced for consideration, Item 8.D.(l7), adoption of a Resolution, removed <br />from the consent agenda, the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE PURCHASE OF TWELVE PURSUIT UTILITY <br />VEHæLESFORTHEPOUCEDEPARTMENTTHROUGHTHESTATEGENERAL <br />SERVICES COMMISSION; AUTHORIZING THE CITY MANAGER TO EXECUTE <br />PURCHASING DOCUMENTS WITH THE STATE ON BEHALF OF THE CITY AND <br />DECLARING AN EFFECTIVE DATE. <br />Mr. Hernandez moved for adoption of the Resolution and Ms. Hughson seconded the motion, <br />which passed unanimously. <br />Mayor Moore introduced a discussion item regarding a request from Hays County Judge Jim <br />Powers for a resolution supporting legislation to remove Austin's Extraterritorial Jurisdiction <br />from Hays County. Judge Jim Powers stated he talked with Kyle, Buda and Dripping Springs, <br />who have each passed a resolution in support of removing Austin's ETJ from Hays County. <br />Hays County is in the process of adopting an underground water district for Hays County and <br />would like the chance to control development in that area. Judge Powers stated that the fees are <br />going to Austin for development in Buda, not to Hays County. The developers have stated to <br />Judge Powers the cost and time frame of getting through the process is much longer. The <br />Council would like Staff to look at the multiple bills' and bring back their recommendations. <br />Mayor Moore introduced a discussion item regarding proposed conversion of Guadalupe Street <br />and LBJ Drive from one-way to two-way operations. George Forrester stated he owns three <br />buildings on South Guadalupe Street and his biggest concern is the flow of traffic through San <br />Marcos. He would like the City to consider having another traffic count on Highway 123 <br />because during the summer months when school is out the traffic is lighter than usual. Rob <br />Robinson stated the traffic count was accurate and it becomes very difficult to explain to <br />individuals how to get to a certain area in downtown San Marcos. He thinks the two-wåy streets <br />may be very helpful to everyone because this will reduce the traffic. Mr. Mihalkanin stated he <br />appreciated hearing other opinions and this is an important policy issue. He would like to have <br />this action item on the next regular City Council Meeting. Mr. Cox stated he would like to know <br />the cost of a traffic signal synchronization system. Mr. Gilley stated the signals are maintained <br />by the Texas Department of Transportation and need to be modernized. If the population <br />exceeds 50,000 TxDOT will no longer maintain the traffic signals, so the City would have to <br />maintain and replace the traffic signals when necessary. Mr. Hernandez stated he would like <br />Staff to gather information, have a public hearing at the next meeting and an action item because <br />of the study. He also wants input from citizens past experience who have lived here for over <br />forty years. Ms. Hughson stated her concern regarding the cost of the conversion. Mr. Cox <br />would like information brought back to the City Council at the next regular City Council <br />Meeting. The Council agreed they would like Staff to bring back information at the next regular <br />City Council Meeting. <br />Mayor Moore introduced a discussion item regarding the creation of a Drainage Utility and <br />establishing a Utility Fee Structure. Vickey Williams, a member of the Blue Ribbon Bond <br />Committee, feels this is a big issue. The committee does not believe the utility should be <br />established, unless the Council sees a clear way of raising the revenue to support it. <br />The committee does not trust the City will use General Revenue Funds to do the work and <br />maintenance that is required. The committee does not support any exemptions for anyone. Mr. <br />Gilley stated this is a 50 year plan that will not make it costly to the citizens all at once. James <br />Wilson stated the citizens bought the concept in the three public hearings and he feels all citizens <br />should have the opportunity to speak.
