REV 9 29 17 <br />11. Coordinate with COSM and Hays County and submit appropriate permit applications for this work. <br />Coordinate and receive comments from the permitting authority, address comments and resubmit <br />application to obtain construction permit. <br />12. Submit two (2) sealed sets of the final construction plans, specifications and front end documents and <br />one electronic version to the COSM for advertising the project for bid. <br />Task 3000: Bid Phase <br />It is anticipated the project will be bid as on construction project. The following tasks will be performed as part of <br />the Bid Phase Services <br />1. Assist the COSM in the preparation of the "Advertisement for Bid" form and submit it to the COSM for <br />publication in appropriate newspapers. The cost of publication of notices in local newspapers will be <br />paid for by the COSM. Assist the COSM in advertising the project for bid. <br />2. Schedule, coordinate and attend a pre-bid conference for the project. Conduct a site tour for pre-bid <br />conference attendees. <br />3. Respond to questions during the bid phase of the project and coordinate the issuance of documents. <br />This task anticipates service will be provided until bids are received by the COSM. Issue contract <br />addenda resulting from questions. It is anticipated one (1) addendum will be required for the project. <br />4. Evaluate bids received by the COSM, conduct a reference check for the potential low -bidder, and <br />provide a recommendation of award to the COSM. <br />5. Prepare and submit one (1) electronic, two (2) Full Size and four (4) half-size copies of the conformed <br />construction plans. <br />Task 4000: Construction Administration <br />1. Attend a pre -construction conference between the COSM and the Contractor to discuss general and <br />specific requirements of the construction contract. <br />2. Provide general construction contract administration support during the construction phase including <br />communication with COSM management team, the Contractor, and subconsultants. Prepare, maintain, <br />and distribute a, RFI log, a Shop Drawing Log, and a Change Order log. This service will be provided <br />on an average of 2 hours per week for the 52 weeks for the duration of the construction contract. <br />3. Attend and conduct monthly progress meetings on-site. This proposal is based on conducting a total of <br />12 milestone meetings and/or progress meetings. The service will include the preparation of the <br />meeting agenda and meeting summary minutes. Three (3) hours per meeting are allocated for this task, <br />excluding travel and meeting minutes review time. <br />4. Perform routine site visits by design personnel to review progress of work performed by the construction <br />Contractor. This service will be provided at the same time of the routine progress meetings, and is <br />based on an average of 4 man-hours per month for the duration of the construction contract. During <br />these site visits, the Engineer will observe the progress and quality of the executed work, and will <br />determine, in general, if the work is proceeding in accordance with the Contract Documents. In <br />performing this service, the Engineer will not be required to make exhaustive or continuous on-site <br />inspections to check the quality or quantity of the work or material; he/she will not be responsible for the <br />techniques of construction or the safety precautions incident thereto; and he/she will not be responsible <br />nor liable in any degree for the Contractor's failure to perform the construction work in accordance with <br />the Contract Documents. During these visits to the construction site, and on the basis of the Engineer's <br />on-site observations, he/she will keep the COA informed of the extent of the progress of the work, and <br />advise the COA (via email messages) of material and substantial defects and deficiencies in the work of <br />contractors which are discovered by the Engineer or otherwise brought to the Engineer's attention in the <br />course of construction. <br />5. Review samples, catalog data, schedules, shop drawings, laboratory, shop and mill tests of materials <br />and equipment, and other data which the Contractor is required to submit.
