He stated they are going to end up hurting someone while <br />trying to stop a minor from drinking beer or trying to stop someone who is <br />23 years of age from drinking at 12:05 a.m. at night. (6) Loretta Martin <br />was not present when called upon. (7) Walt Plummer stated the complaints <br />made by Messrs. Melcher and McGlothlin should be investigated. Mr. <br />Plummer pointed out the glass bottom boats were still operating and SWT is <br />still mowing in the prohited area, and these activities should not be <br />allowed if it is unsafe. Mr. Plummer stated the dam has historic <br />significance and he urged the Council to deny supporting SWT with the dam <br />curfew. (8) Frederick Davis stated he was present regarding Item 10.B. on <br />the agenda regarding the discussion of the IH35 ramp reversal between <br />McCarty and Wonder World and would like to speak when the item is reached. <br />(9) Megan Combs stated she lives in the Clear Springs Apartments and swims <br />in the river. She does not believe SWT has any interest in the river. <br />She asked the Council if the dam situation is so dangerous she should not <br />be sleeping in her apartment which is four feet from the river. (10) Ryan <br />Kane stated he spends the majority of his income in San Marcos. It is his <br />opinion a curfew would not be imposed if there were not plans for the <br />Texas River Center. (11) Bryan Anderson stated the dam curfew involves a <br />moral safety issue. The structure of the deck at Joe's Crab Shack is next <br />to the dam. If the dam is a safety issue, then the deck should be a <br />safety issue also. (12) Mark Carter requested Council agendas be made <br />available earlier and be placed on the Internet. He wants the fence at <br />the dam to be taken down. (13) Carol Coughlin stated she wants the <br />Council to lift the curfew issue. She stated the City Attorney has <br />advised the City is not liable. She stated the citizens rely on the <br />Council to be their voice and the Council needs to get others (TNRCC, <br />etc.) to listen. She stated the curfew does not put pressure on SWT to <br />fix the problem. (14) Sue Turney advised the Council she provided two <br />petitions to the City Secretary with signatures of homeowners who are <br />against changing the R-1 zoning to high density for 11.5 acres at Holland, <br />Highland, Nichols and N.LBJ requested by TND Fund. (15) Tom Pope stated <br />just below the Spring Lake Dam is his favorite swimming hole and believes <br />it has been damaged at least since 1984. He believes it will take a dam <br />expert to say the dam is unsafe. The large hole in the dam and cracks <br />have been there for years. He thinks SWT could get things repaired <br />quickly if they wanted to. (16) Gerald Hill stated he works for SWT. He <br />stated the letter SWT received from TNRCC regarding the Spring Lake Dam <br />was very direct and specific. There is eminent danger and an unacceptable <br />risk to the public. He showed a picture of a large hole in the dam taken <br />by a diver. <br /> <br />Mayor Moore introduced for consideration approval of one appointment to <br />the Economic Development Council. Mr. Hernandez indicated the <br />Neighborhood Association has not yet had their meeting to recommend <br />someone to him. This matter will be rescheduled. <br /> <br />Mayor Moore introduced for consideration approval of one appointment to <br />the Drainage Advisory Board.
