Dr. Leticia Garza-Falcon <br />stated she lives on Spring Hollow Cove in the Sendera Neighborhood and is <br />opposed to multi-family development at this location. She does not think <br />because Dr. Weatherford has owned the property since 1961 that this is a <br />reason to let him develop the property any way he wants to. She stated <br />there are environmental concerns with multi development and the Council is <br />defining the future of San Marcos with their decision. Gaylord Bose lives <br />at 1926 Nevada and is the Castle Forest Neighborhood Association <br />representative. He stated many houses have been built in the area since <br />he has lived there and the drainage problems of the area have never been <br />addressed, and there are no plans to address them. He stated there is a <br />24" culvert that crosses Bishop which is all that exists to channel <br />stormwater. Mr. Bose stated Dr. Weatherford's plans include a holding <br />pond which would address a small rain but would cause flooding with a <br />heavy rain and cause erosion. He wants the Council to keep this property <br />zoned R-1 and address the drainage problems. Charles Soechting, <br />representing Jack Weatherford, advised Mitch Wright of Land Strategies is <br />available to answer questions. George Combs of 101 Hughson Drive stated <br />Ranch Road 12 is overloaded and the infrastructure is not in place to take <br />care of this multi development. He stated until such time as the <br />infrastructure is in place, the City should not allow this development to <br />occur. Dr. Lewis Gilcrease stated a traffic light would be in order, and <br />stated there is no road to go across San Marcos other than Hopkins. He <br />stated the City needs to look at crossroads and go to the State to get <br />something done. He stated also the City needs to provide some left turn <br />lanes. Lilly Flores of 1608 Ranch Road 12 stated she lives directly <br />across from the Weatherford property and has witnessed many accidents. <br />She asked the Council to only allow single-family development. No one <br />else wished to speak, so Mayor Moore closed the public hearing. <br /> <br />Mr. Taylor advised the Council the public hearing notice in the newspaper <br />was correctly published and the City Council has now completed the public <br />hearing process for this matter. He stated the agenda did not properly <br />list the zoning request (the agenda stated the zoning was going from R-1 <br />to Pre-Development District instead of Planned Development District) and <br />stated the Council should table the matter until next Monday to allow the <br />agenda to properly be worded before Council's consideration. Mr. <br />Mihalkanin asked if the Council could return the Ordinance to the Planning <br />and Zoning Commission even though they voted to recommend denial of the <br />zoning change. Mr. Taylor stated in order for the Planning and Zoning <br />Commission to reconsider the matter, it would require a substantial <br />difference. Mr. Hernandez stated if the Council denies this zoning, Dr. <br />Weatherford can go back to the Planning and Zoning Commission with a <br />changed plan. Mr. Patterson advised the Council this zoning is within <br />what the Sector 2 Plan called for with the only difference being this is <br />called a PDD process and all of the PDD process has not yet been met. Mr. <br />Patterson stated the applicant has been working to address the concerns of <br />the Planning and Zoning Commission and is doing a tree survey. He does <br />not know if the traffic issue has been resolved as he has not seen <br />anything new presented. The Council questioned whether or not there are <br />any plans for left turn signals, and Mr. Gilley advised there has not been <br />any response from TXDOT regarding the left turn signals. Mr. Doiron moved <br />to table this matter to next Monday for proper posting of the agenda and <br />Mr. Mihalkanin seconded the motion, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS <br />AUTHORIZING AND APPROVING AN EXCHANGE OF LAND PURSUANT TO PUBLIC <br />BIDS; MAKING FACT FINDINGS; AND PROVIDING FOR OTHER MATTERS (CAL-TEX <br />- LOWMAN AIRPORT/SCHULLE CANYON). <br /> <br />(Ms. Hughson filed an affidavit of disclosure with the City Secretary and <br />left the Chambers.
