He stated the downtown project would not be able to spend that much money by July 1, 1998, and the other programs will continue to move forward with the funding. He stated the sidewalk project would be funded again with the 1998-1999 CDBG funds. The Council then voted unanimously for adoption of the Resolution. Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1997-98 FISCAL YEAR TO PROVIDE FUNDING FOR THE WATER STORAGE TANK INSPECTIONS PROJECT AND DECLARING AN EMERGENCY. Ms. Hughson moved for adoption of the Ordinance on emergency and Mr. Hart seconded the motion, which passed unanimously. Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 4.566 ACRES, MORE OR LESS, LOCATED ON THE SOUTHEAST SIDE OF THE 400 BLOCK OF STAGECOACH TRAIL; APPROVING A SERVICE PLAN FOR THIS TRACT; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. Mr. Hernandez moved for approval of the Ordinance on first reading and Ms. Hughson seconded the motion, which passed unanimously. Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE ABANDONMENT OF THE PORTION OF THE 15 FOOT ALLEYWAY LOCATED BETWEEN LOT E OF SCHNEIDER'S REARRANGEMENT IN BLOCK 10 OF WESTOVER ADDITION, AND LOTS 81 AND 82, BLOCK 10 OF WESTOVER ADDITION, ADJACENT TO THE 1300 BLOCK OF BAYLOR STREET; APPROVING THE CONVEYANCE OF THIS ALLEYWAY TO JOE AND LAURA SCHNEIDER; AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED; AND DECLARING AN EFFECTIVE DATE.
