1998 Review Committee Report Pave 5
HUMAN DEVELOPMENT COMMISSION
Reviewed by Soila Rodriguez and Belinda Perez
The Human Development Commission is composed of seven members. This commission serves
as an advisory body on matters involving minorities, women, senior citizens and youth in the San
Marcos community, and serves in a mediating role regarding complaints of housing
discrimination.
Observations
The Human Development Commission has had many problems in obtaining a quorum for
regular monthly meetings and no meeting was observed. Although the Citizens Review
Commission (CRC) considered recommending dissolution of this board due to the quorum
problem, the CRC's final decision was to recommend the continuation of-this board with no
change in its responsibilities.
Recommendations
Change from monthly scheduled meetings to meeting on an "as-needed" basis.
HUMAN SERVICES ADVISORY BOARD
Reviewed by Belinda Perez and Kay Stott
This Board contains seven members. The Human Services Advisory Board develops and
enhances human services in San Marcos and makes recommendations to City Council for
funding to human service agencies.
Observation
The Human Services Advisory Board is very effective and efficient and seems to be very much
needed. This Board is very financially oriented and decisions were delayed pending receipt of
information from the city's Finance Department.
Recommendation
Designate a staff liaison from the finance department to meet with this board.
