1998 Review Committee Report Pave 5 <br />HUMAN DEVELOPMENT COMMISSION <br />Reviewed by Soila Rodriguez and Belinda Perez <br />The Human Development Commission is composed of seven members. This commission serves <br />as an advisory body on matters involving minorities, women, senior citizens and youth in the San <br />Marcos community, and serves in a mediating role regarding complaints of housing <br />discrimination. <br />Observations <br />The Human Development Commission has had many problems in obtaining a quorum for <br />regular monthly meetings and no meeting was observed. Although the Citizens Review <br />Commission (CRC) considered recommending dissolution of this board due to the quorum <br />problem, the CRC's final decision was to recommend the continuation of-this board with no <br />change in its responsibilities. <br />Recommendations <br />Change from monthly scheduled meetings to meeting on an "as-needed" basis. <br />HUMAN SERVICES ADVISORY BOARD <br />Reviewed by Belinda Perez and Kay Stott <br />This Board contains seven members. The Human Services Advisory Board develops and <br />enhances human services in San Marcos and makes recommendations to City Council for <br />funding to human service agencies. <br />Observation <br />The Human Services Advisory Board is very effective and efficient and seems to be very much <br />needed. This Board is very financially oriented and decisions were delayed pending receipt of <br />information from the city's Finance Department. <br />Recommendation <br />Designate a staff liaison from the finance department to meet with this board.
