City Manager Rick Menchaca and David Healey, CIP Director, provided the first quarterly • <br />report on the Capital Improvements Program. <br />CONSENT AGENDA <br />10. Consider approval of minutes. <br />A. July 21, 2009 Regular Meeting. <br />11. Consider adoption of Resolution 2009-97R, adopting a policy for the offering of <br />invocations at City Council meetings; and declaring an effective date. <br />12. Consider adoption of Resolution 2009-98R, approving a Section 3 Local Opportunity <br />Plan for CDBG funded grant proiects; and declarine an effective date. <br />13. Consider motion of a proposed tax rate of 53.02 cents per $100 valuation. <br />Item 13 was pulled from the Consent Agenda. <br />MOTION: Upon a motion made by Councilmember Bose and a second by Councilmember <br />Jones, the City Council voted seven (7) for and none (0) opposed, to approve the Consent <br />Agenda, less item 13. The motion carried unanimously. • <br />(13)MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember <br />Couch, the City Council voted seven (7) for and none (0) opposed, to propose a tax rate of 53.20 <br />cents per $100 valuation. The motion carried unanimously. <br />PUBLIC HEARINGS HELD AT 8:00 P.M. <br />14. Public Hearing to receive comments for and against an amendment to the future land <br />use map from "C" Commercial to "MDR" Medium Density Residential for a 0.84 acre, <br />more or less, tract of land located at 1011 Uhland Road; amending the official zoning may <br />of the City by rezoning this tract from "CC" Community Commercial District to "MH" <br />Manufactured Home District; and including procedural provisions; and consider adoption <br />of Zonine Ordinance 2009-42. <br />At approximately 8:03 p.m. Mayor Narvaiz opened the Public Hearing. <br />There being no public comments, the Public Hearing was closed at 8:05 p.m. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Couch, the City Council voted six (6) for and one (1) opposed, with Councilmember Jones <br />voting against, to adopt Ordinance 2009-42, as previously captioned.
