The proposed fares from Austin to San Antonio $12 <br />one way, Georgetown'to Austin $5 one way and to offer special <br />fares, such as monthly passes and 10 trip tickets. The most <br />current costs of what are spent now are 1996 statistics showing <br />a compact vehicle at 35.8 cents per mile. Each City needs to <br />decide where the stations will be located. Mayor Moore stated <br />CAPCO approved support of this last week. Mr. Hackley stated <br />this is one option for mobility. <br />Mayor Moore introduced a presentation from CARTS representatives <br />regarding a proposed Intermodal Transportation Center in San <br />Marcos. David Marsh reviewed a handout with the Council <br />regarding what the facility's function and location will be, a <br />copy of which is attached to these minutes. <br />Mayor Moore introduced a discussion regarding the feasibility of <br />converting LBJ Drive and Guadalupe Streets to two-way <br />operations. Mr. Gilley advised the Council TXDOT is willing to <br />consider the City's wishes. The consultant has made <br />recommendations but there have only been informational <br />discussions. The Council discussed holding town hall meetings <br />and public hearings to receive citizen input. Ms. Hughson <br />stated that the Government Affairs Committee of the San Marcos <br />Area Chamber of Commerce has offered to hold a town meeting to <br />assist the Council and obtain citizen input. The Council agreed <br />and Mayor Moore asked Ms. Hughson to coordinate the event. Mr. <br />Mihalkanin would like the Council to set hearings for January <br />and possibly provide copies of part of the study beforehand. <br />Mayor Moore introduced a discussion regarding the City's <br />relationship with the Hays County Appraisal District. Mr. <br />Taylor provided the Council with information from State Law <br />regarding appraisal districts. Mr. Hernandez stated Mr. Cox and <br />Mr. Taylor were at the last meeting. The Appraisal District <br />received the SWT agreement as a body at the last meeting and <br />rejected it. The Board wanted a compromise. Mr. Mihalkanin <br />stated the Board voted no, and this needs to be discussed at a <br />future Executive Session. Mr. Mihalkanin stated he did not know <br />when the taxing entities agreed to a settlement that the <br />Appraisal District could refuse it. He wanted to know what <br />"representative".means. Mr. Taylor stated by tradition, it <br />means to go to the board to represent the interests of who they <br />represent. Mr. Mihalkanin stated he wants minutes when Mr. <br />Hernandez was approved by the Council and the minutes of the <br />Appraisal District Board's meeting. Ms. Hughson wanted to know <br />if the Council can instruct their representative how to vote, <br />and Mr. Cox wanted to know if a representative is bound to vote <br />as the Council instructs. Ms. Hughson wants the Council to have <br />the opportunity to know when the Appraisal District will take <br />action on matters beforehand. Mr. Doiron wants information how <br />the Council can replace their representative and who staffs the <br />Appraisal District. <br />Mayor Moore introduced the City Manager's Report. Mr. Gilley <br />advised the Council he had provided them with an agenda preview <br />regarding an update on the flood recovery. <br />Mayor Moore introduced the City Attorney's Report.
