101 <br />Regular Meeting September 28, 1998 Page 9 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN INTERLOCAL <br />AGREEMENT BETWEEN THE CITY AND OTHER PUBLIC WATER SUPPLY <br />ENTITIES IN THE EDWARDS AQUIFER REGION FOR THE COOPERATIVE <br />PURCHASE OF EDWARDS AQUIFER GROUND WATER RIGHTS; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT ON <br />BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Cox moved for adoption of the Resolution and Mr. Hernandez <br />seconded the motion. Mr. Taylor stated the group's sole purpose <br />is leasing rights. There will be no cost to the City if we do <br />not lease water rights. The dues have not yet been established. <br />The City needs 1000-2000 acre feet next year. Ms. Hughson does <br />not want to put City's needs in the hands of San Antonio. Mr. <br />Taylor stated nine cities have agreed to join, and eventually <br />there may be as many as twenty cities. The City needs to <br />designate someone to represent San Marcos. Mr. Doiron wants a <br />representative to come talk with the Council, and Mr. Taylor <br />stated we could invite someone to come. The Council voted <br />unanimously for adoption of the Resolution. <br />Mayor Moore introduced for consideration Item 13.D.(7) removed <br />from the consent agenda, adoption of a Resolution, the caption, <br />which was read as follows: <br />A RESOLUTION AUTHORIZING THE EXECUTION AND DELIVERY OF A <br />CONTINUING DISCLOSURE AGREEMENT (WITH GUADALUPE-BLANCO <br />RIVER AUTHORITY REGARDING RAW WATER PIPELINE - SALE OF <br />REVENUE BONDS BY GBRA FOR PROJECT). <br />Mr. Cox moved for adoption of the Resolution including the <br />revisions provided by Mr. Taylor and Mr. Moseley seconded the <br />motion, which passed unanimously. <br />Mayor Moore introduced for consideration Item 13.G., approval to <br />set Regular Meeting dates for November and December, 1998. Mr. <br />Moseley moved to leave the Regular Meeting dates for November as <br />November 9, 1998 and November 23, 1998, and set dates for <br />December as December 7, 1998 and December 21, 1998 and. Mr. <br />Doiron seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration seven appointments to <br />the Arts Commission. Mr. Hernandez moved to table the <br />appointments as the Ordinance is not yet final and Ms. Hughson <br />seconded the motion, which passed unanimously. <br />Mayor Moore introduced a discussion regarding presentation by <br />Capital Area Rural Transportation System (CARTS) on the <br />operation of the San Marcos Transit System and the San Marcos <br />Intermodal Project. Garry Barrett stated the ridership <br />continues to build but it is a slow process. They are redrawing <br />the routes to incorporate a new area and will bring this <br />information to the Council before year end. They are <br />negotiating with Blockbuster for advertising on the buses. They <br />advertised in the newspaper for someone to handle ad-rack sales <br />and did not get any response. The Council offered some <br />suggestions for seeking advertisements. Mr. Doiron requested a <br />breakdown by route be provided. They are in the initial phase <br />of preparing this data and will come back to the Council
